Thompson, Public Works Director ATTACHMENTS: 1) 2) 3) Resolution Letter dated September 12, 2003, requesting preferential parking zone Location Diagram RECOMMENDATION: ,~..~,~Adopt resolution establishing a No Parking Zone (for permit parking ~ ~" only) for the north end of Crossridge Road FINANCIAL STATEMENT: The cost to print permit tags for display on vehicles is approximately $100 for an initial run, with the potential of additional tags being necessary in future years. If street signs are ultimately needed, the cost of signage would be approximately $500. Operating budgets for these activities include sufficient funds for both the permit tags and permit parking signs. DESCRIPTION: In response to the construction of the Alamo Creek Bike Path, some of the residents at the end of Crossridge Road were concerned that users of the bike path would park at the north end of Crossridge Road, thus reducing available on-street parking for adjacent residents. One of the solutions identified to address this concern was the establishment of a "permit parking" area at the north end of Crossridge Road, which would include the frontages of the last nine houses (street addresses 8050, 8057, 8062, 8063, 8074, 8075, 8080, 8081, and 8094), and the bulb of the cul-de-sac end of the street (see location diagram, Attachment 2). The purpose of the permit parking would be to prevent the end of the street from becoming a staging area for the path. The total curb length of the preferential parking zone is proposed to be 600 feet. Residents of the north end of Crossridge Road have submitted a request to the City to consider this solution (Attachment 3). g:\agenmisc\agst preferential parking xridge rd COPIES TO: Adjacent Residents ITEM NO. Permit parking is technically a "No Parking Zone" with preferential privileges and must therefore be approved by the City Council. The proposed resolution to establish a ''No Parking Zone" at the north end of Crossridge Road (Attachment 1) includes the qualification that this regulation will only become effective if, once the bike path has op~ned to the public, the residents of this area determine that a parking problem exists and provide written notification that the permit parking is needed. Signage would not be installed until such time as the regulation becomes effective. The City already has one existing permit parking area, which was put in place at the end of Scartett Court after the BART station opened. This area was established in order to reserve parking primarily for Public Works employees working out of the City's Corporation Yard. The permit tag is the "hanger" type that is displayed on a rear-view mirror, allowing use on more than one vehicle and not requiring registration of specific permit tag numbers or license plate numbers. If permit parking does become necessary on Crossridge Road, it is proposed to utilize the same type of system and to issue several per household to accommodate the residents' vehicles and their guests. The cost of the tags is relatively minor. Some Staff time would be needed to issue the permits. Staff recommends that the City Council adopt the resolution approving a preferential parking zone at the north end of Crossridge Road, to become effective upon written notification by the residents of the nine homes that the preferential parking zone has become necessary. Page 2 RESOLUTION NO. -03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING NO PARKING ZONE (FOR PERMIT PARKING ONLY) AT NORTH END OF CROSSRIDGE ROAD The City CoUncil of the City of Dublin hereby resolves as follows: Section 1: Pursuant to Dublin Municipal Code Section 6.04.275, a No Parking Zone allowing Preferential Parking Privileges for the vehicles of residents and their guests displaying City permits shall be established for the northerly end of Crossridge Road, encompassing the frontages of addresses 8050, 8057, 8062, 8063, 8074, 8075, 8080, 8081, and 8095 and the cul-de-sac end of the street, a total distance of 600 feet. Section 2: Said No Parking Zone shall become effective upon the following conditions: (1) opening of the Alamo Creek Bike Path to the public, and (2) written notification from the residents of said addresses that the preferential parking zone is necessary. Section 3: Said No Parking Zone shall be added to Section 6.28.040 of the City of Dublin Traffic Code as of its effective date. PASSED, APPROVED AND ADOPTED this 21si day of October, 2003.
