FINANCIAL STATEMENT: Parcel Map 8144 will have no financial impact on the City. The
subdivision creates two separate parcels that will continue to be
owned by the City, but will facilitate loan funding and a ground
lease on Parcel 2 for the 54-unit affordable senior apartment project
adjacent to the proposed Dublin Senior Center.
DESCRIPTION: Parcel Map 8144 will subdivide the former Alameda County Library
site on Amador Valley Boulevard, opposite Starward Drive, into two parcels. The City acquired the land
from Alameda County in June 2003 via a Grant Deed, and is processing this subdivision to create separate
parcels for the proposed Dublin Senior Center and for the Eden Housing senior apartments project. Parcel
1 will accommodate the proposed Senior Center (CIP 95930), and Parcel 2 will be leased to Eden
Housing, Inc., for construction of 54 affordable senior apartments.
Because the City owns the property to be subdivided and regulates the subdivision of land according to
the City's Subdivision Ordinance, Staff recommends that the Council take the following actions:
Authorize the Mayor to execute the Parcel Map as property owner, and reserve certain private
easements. Execution and recordation of the Parcel Map will allow Eden Housing to attain tax credits
from the California Tax Credit Allocation Committee, and to secure other necessary financing for the
project. The Parcel Map will also allow the ground lease documents to be prepared. Finally, the
Parcel Map will allow the City to reserve private easements for future conveyance if either parcel is
sold in the future. The proposed private easements are as follows:
· A private ingress/egress easement (PIEE) will be granted to memorialize Eden Housing's right to
cross the Senior Center parcel to access the senior apartments.

· A private parking easement will be granted to allow the City to park the Senior Center van on the
Eden Housing parcel.
· Reciprocal private storm drain easements (PSDE) will be granted to allow storm water to flow
across the property lines utilizing a bio-filtration swale located on the Eden Housing parcel.
· A private utility easement (PUE) will be granted to allow several parking lot lights for the Senior
Center to be located on the Eden Housing parcel.
· Several water line easements (WLE) will be granted to the Dublin San Ramon Services District to
allow access to water meters and services.
Accept public easement dedications offered on the Parcel Map as required by the Subdivision
Ordinance. The public easements to be accepted include the following:
· A non-buildable easement will be granted across the parking area of the Senior Center parcel to
conform to Government Code §65870-65875 and Chapter 7.32.130 of the Dublin Municipal Code
for buildings constructed in close proximity.
· An emergency vehicle access easement (EVAE) will be granted across the Senior Center parking
lot aisles as required by the Fire Marshal.
· A traffic signal easement (TSE) will be granted across the entrance driveway at Amador Valley
Boulevard to allow maintenance access to the future signal infrastructure to be constructed with
CIP 96567, Traffic Signal at Amador Valley Boulevard and Starward Drive.
· A public service easement (PSE) will be granted to allow utility providers access to the utility
meters and services located on the Eden Housing parcel.
Parcel Map 8144 has been reviewed and found to be in conformance with the Tentative Map and
Conditions of Approval for the project. Staff recommends that the City Council adopt the resolution
approving Parcel Map 8144.
RESOLUTION NO. - 03
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING PARCEL MAP 8144
WHEREAS,
California, has been
the Subdivision Map
Parcel Map 8144, in the incorporated territory of the City of Dublin, State of
presented to this City Council for approval in accordance with the provisions of
Act of the State of California and the City of Dublin Municipal Code; and
WHEREAS, the City of Dublin is the legal owner of the property to be subdivided, said property
being located at 7606 Amador Valley Boulevard (APN No. 941-0305-012-02); and
WHEREAS, the City of Dublin acquired the land from Alameda County on June 3, 2003, via a
Grant Deed recorded as Series No. 2003-325045; and
WHEREAS, the City of Dublin, as owner of the property to be subdivided, must reserve private
easements for future conveyance if either of the resulting subdivided parcels is sold or transferred; and
WHEREAS, the Assistant City Engineer has reviewed Parcel Map 8144 and found said Parcel
Map to be technically correct and in conformance with Tentative Parcel Map 8144 and the associated
Conditions of Approval approved by the Planning Commission on May 13, 2003, as Resolution 03-25.
NOW, THEREFORE, BE IT RESOLVED that the Mayor of the City of Dublin is hereby
authorized to execute Parcel Map 8144 as property owner.
BE IT FURTHER RESOLVED that the City of Dublin, as property owner, hereby reserves the
following private easements for future conveyance at the time either Parcel 1 or Parcel 2 of Parcel Map
8144 is sold or transferred:
· A private, ingress/egress easement (PIEE) across portions of Parcel 1 for the benefit of Parcel 2.
· A private parking easement across a portion of Parcel 2 for the benefit of Parcel 1.
· Reciprocal private storm drain easements (PSDE) across portions of both Parcels 1 and 2 for
the benefit of the adjoining parcel.
· A private utility easement (PUE) across portions of Parcel 2 for the benefit of Parcel 1.
· Water line easements (WLE) across portions of both Parcels 1 and 2 for the benefit of the
Dublin San Ramon Services District.
BE IT FURTHER RESOLVED that Parcel Map 8144 is hereby approved for recordation; that
rights to areas marked as Public Service Easement (P.S.E.), Traffic Signal Easement (T.S.E.), Emergency
Vehicle Access Easement (E.V.A.E.), and Non-Buildable Easement as offered for dedication to public use
in conformitY with the terms of dedication be, and they are hereby accepted, subject to improvement;
and that the Clerk of this City Council is hereby directed to transmit said Map to the County Recorder
for filing.
PASSED, APPROVED AND ADOPTED this 16th day of December, 2003.
