FINANCIAL STATEMENT: None
DESCRIPTION: In November of 2001, the Board of Directors of the East Bay
Regional Park District placed a measure on the ballot for the March 5, 2002 election. The measure would
fund four major needs areas: environmental maintenance, public safety, resource protection/restoration,
and public access.
At the Februa,y 5, 2002 City Council meeting, representatives of the East Bay Regional Park District made
a presentation related to and requested support of Measure K. Staff was directed to place a Resolution of
Support for Measure K on the Consent Calendar of the next meeting for consideration by the Council.
In reviewing the list of the 547 projects and associated costs to be funded by Measure K, it appears that
projects#243 and potentially#283 will directly benefit Dublin.
Staff recommends that the Council adopt the attached Resolution endorsing Measure K and direct the City
Clerk to forward a copy to the East Bay Regional Park District.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ENDORSING MEASURE K, EAST BAY REGIONAL PARK DISTRICT'S
PARCEL TAX MEASURE FOR PUBLIC SAFETY AND ENVIRONMENTAL MAINTENANCE
WHEREAS, the City of Dublin and the East Bay Regional Park district have historically
communicated regarding projects, programs, and other issues of mutual interest and concern between the
two agencies; and
WHEREAS, the East Bay Regional Park District has expanded by more than 26,000 acres of
parkland and shoreline in the last 12 years, however, the ongoing maintenance needs of the Regional Parks .
have increased at a rate that far out strips the growth in the Park district's General Fund revenues; and
WHEREAS, the East Bay Regional Park District's ballot measure would fund four major Park
District needs: environmental maintenance, public safety, resource protection/restoration, and public
access; and
WHEREAS, the specifics of the Park District's ballot measure proposal are as follows:
Amount: $1.00 per month per single-family home; 69 cents per month per apartment unit
Sunset Clause: After 12 years the measure would expire. Renewal would require a 2/3rds vote
Equity Distribution: Funds would be equitably distributed throughout the Park District's parks and trails
Use of Funds: 51% for one-time environmental maintenance projects, 39% for new park and
regional trail openings, 10% reserve for emergencies and oppommities.
A detailed project list has been compiled which is available to the public.
Accountability: The Park District Board of Directors will conduct annual public hearings on
projects to be selected and funded by the Measure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
endorse Measure K, the East Bay Regional Park District's parcel tax measure which will be placed on the
March 5, 2002 ballot in Alameda and Contra Costa Counties.
BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to forward a copy of
this Resolution to the East Bay Regional Park District.
PASSED, APPROVED AND ADOPTED this 19th day of February, 2002.
