* Improvements for the slurry seal street repairs are funded through the Gas Tax ($25,000) in the Annual
Slurry Seal Program.
The FY 2001-2002 overlay budget includes funding for the Fall 2001 overlay (Contract No. 01-09, 2000-
2001 Annual Street Overlay Project) and the 2001-2002 Annual Street Overlay Project. The Fall 2001
overlay project was carried over from FY 2000-2001 due to delays in the processing of outside funding.
The project is now complete, with the exception of Dougherty Road, which is scheduled to be overlaid in
April 2002. The completion of Dougherty Road was delayed due to weather and coordination with utility
installations on Dougherty Road. The remaining budget will be used to fund the 2001-2002 Annual Street
Overlay Project.
The FY 2001-2002 annual overlay budget includes fimding from the General Fund ($39,000), Measure B
Funds ($391,260), Gas Tax ($577,559), TEA-21 Federal funds ($439,000) and Traffic Congestion Relief
Program (Federal) funds ($294,470).

DESCRIPTION: The Annual Street Overlay project consists of removing and
replacing failed asphalt concrete pavement to a minimum depth of 4-inches, resurfacing the street with a
1-1/2-inch overlay of asphalt concrete and re-striping pavement markings. Major cracks will be sealed
prior to resurfacing in order, to prevent the cracks from reflecting through the new overlay° Pavement
fabric will be placed on major arterial and collector streets such as Village Parkway to control cracks and
further base failure.
Pavement repair for slurry seal streets is also included in this Overlay contract as this type of work is not
normally performed by contractors specializing in slurry seal. A reduced cost to the City is achieved by
incorporating the repairs with the Overlay project. The annual slurry seal project will follow shortly after
completion of the overlay project.
Notices will be sent out prior to the beginning of work in order to advise schools, business owners and
residents of the work to be performed.
The 2001-2002 project proposes to repair and overlay the following streets:

Circle Way
Reilly Court
Ladera Court
Castillian Court
Luna Court
Estrella Court
Murietta Court
Manzanita Lane
Amarillo Court
Mancini Court
Alegre Drive
Marquita Court
Village Parkway - from Kimball to Davona Drive
In addition to the above streets, the pavement on Scarlett Court will be repaired by removing and
replacing failed pavement areas and grinding down and resealing the joints/cracks. However, Scarlett
Court will not be overlaid until the project for Dublin Boulevard and Dougherty Road intersection
improvements is completed.
This contract also proposes to repair the pavement for the following streets in preparation for the 2001-
2002 Annual Slm'ry Seal Program:
Shady Creek Road
Crossridge Road
Wildwood Road
York Drive
Penn Drive
Dublin Boulevard - Scarlett Drive to Dougherty Road (westbound lanes only)
Staff recommends that the City Council authorize Staff to advertise for bids for the 2001-2002 Annual
Street Overlay Project, Contract No. 02-03.
