FINANCIAL STATEMENT: None at this time.
DESCRIPTION:
The Office of the Chief, Army Reserve (OCAR) is requesting that the City commence a General Plan
Amendment Study to allow for the eventual transfer and private development of 188 acres of Army
property.
The OCAR is proposing the following land uses and development potential:

A map showing the propOsed locations of the land uses is attached (Attachment 1).
If the City Council authorizes a General Plan Amendment Study, Staff would:
· Develop a public participation component as part of the Amendment process for City Council
approval;
Examine the proposed land use map to determine if the proposed land uses are appropriate based
on City policies and standards;
· Examine the proposed circulation patterns;
· Make a recommendation on annexation to existing specific plans and impact fee ordinances;
· Prepare an environmental document;
· Analyze the proposal in relation to other City documents and make recommendations for any
amendments that may be required.
It is anticipated that this project would take a substantative amount of stafftime for processing and take a
minimum of one year to 18 months to process.
The City Council needs to determine whether a General Plan Amendment Study should be authorized.
Both approved and denial resolutions have been included for your evaluation.
Recommendation
Staff recommends that the City Council receive the staff presentation and public testimony; question staff
and the public and adopt a Resolution either authorizing or denying the General Plan Amendment Study
request.

Dear Mayor Lockhart:
The Office of the Chief, Army Reserve (OCAR) respectfully requests'the City of
Dublin consider an amendment to the General Plan and Eastern Dublin Specific Plan to
allow for high-quality, mixed-use development on approximately 188 acres at the
southern end of Parks Reserve Forces Training Area (RFTA) by private developers. As
shown in the attached graphic, the subject property is north of Dublin Boulevard,
between Dougherty Road (on the west) and Arnold Road (on the east).
Our basic objective in initiating this action is enhancement and expansion of training
facilities at Parks RFTA and, consequently, preservation of our ability to address the
mission of the Army Reserve well into the future at this important installation. With your
help and understanding, it is our intention to carry out the following sequential steps:
(1) together with you and your staff, carefully plan and rezone the subject site to
accommodate high-quality development of multiple pdvate commercial and residential
uses;
(2) once entitled, convey the subject site to one or more private developers; and
(3) utilize the proceeds from said conveyance(s) to. cause the construction of
enhanced and/or expanded training facilities and to provide a vadety of other
improvements on government-owned land in the training area.
We believe that the City will also realize many benefits from this proposed initiative.
In addition to the economic impacts resulting from continuation and expansion of the
training mission at Parks RFTA, and in addition to the taxes, jobs, impact fees and the
like associated with private development of the subject site, this proposal enables much
needed road improvements to be constructed in the area. It also provides the City with a
unique opportunity to comprehensively plan the integration of this key property into the
existing fabric of the community.

of technical and business issues. My office, the Army Corps of Engineers and the Office
of the Installation Commander at Parks EFTA will continue to remain actively involved.

RESOLUTION NO. - 02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN
APPROVING THE INTIATION OF A GENERAL PLAN AMENDMENT
STUDY FOR THE U.S. DEPARTMENT OF DEFENSE, DEPARTMENT OF THE ARMY,
OFFICE OF THE ARMY RESERVE FOR PROPERTY LOCATED AT CAMP PARKS
WHEREAS, a General Plan Amendment Study has been requested by the Office of the Chief,
Army Reserve (OCAR) for the 188 acre property located at Camp Parks between Dublin Boulevard
and Fifth Street; and
WHEREAS, a General Plan Amendment to allow a change in land uses would be required to
allow the change from United States military uses to private development uses; and
WHEREAS, additional entitlements including zoning, site development review and other
associated permits would need to be processed before development could occur; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, the staff report submitted one recommendation that the City Council approve the
initiation of a General Plan Amendment Study for the proposal; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a General Plan Amendment Study for
the 188 acre site.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan Amendment Study for the site located at
Camp Parks
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin on this 2nd
day of April 2002, by the following votes:
