Total FY 2001-2002 Construction Items of Work Budget Low Bid Salaries/Miscellaneous: $ 10,500 Slurry Seal Streets (including striping): $ 80,000 $ 62,213.53 Pavement Repair of Slurry Streets: $ 30,000* TOTAL: $120,500 $ 62,213.53 * Note: Pavement repair work of slurry seal streets is included with the 2001-2002 Annual Overlay Project as a cost saving measure. This project is funded through the Gas Tax (206). The low bid of $62, 213.53 for slurry seal is less than the amount budgeted for improvements. As a result, Staff will work with the low bid contractor to include additional streets in the project area for slurry seal. These additional streets will be evaluated based on the City's Pavement Management System and will be in the same general vicinity as the budgeted streets. DESCRIPTION: On April 16, 2002, the City Council authorized Staff to solicit bids for Contract No. 02-05, 2001-2002 Annual Slurry Seal Program. Slurry seal is a preventive maintenance technique used to prolong the life of asphalt surfacing. Slurry consists of a sand/oil mixture which seals cracks and provides a new uniform wearing surface. City streets are slurried approximately every five to seven years, depending upon the level of wear. COPIES TO: Bidders ITEM NO. ~ g:\mntcproj\slurryLA_S award 02-05 Failed pavement repairs, which are required prior to the placement of slurry seal, are being performed as part of the Annual Overlay contract. The following streets will be slurry sealed as part of this project: Dublin Boulevard - Westbound lanes between Dougherty Road and Scarlett Drive Penn Drive York Drive Wildwood Road Crossridge Road Shady Creek Circle A total of five (5) bids were received for the project (Attachment 2). The low bidder is Valley Slurry Seal Company with a total bid of $62,213.53. Staff has reviewed the bids and determined that Valley Slurry Seal Company has satisfactorily performed similar work, including the City's 1999-2000 Annual Slurry Seal Program. Staff has reviewed the bid results and recommends that the City Council adopt the resolution awarding Contract No. 02-05, 2001-2002 Annual Slurry Seal Program, to Valley Slurry Seal Company. Page 2 4 ~ RESOLUTION NO. - 02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 02-05 2001-2002 ANNUAL SLURRY SEAL PROGRAM TO VALLEY SLURRY SEAL COMPANY WHEREAS, the City of Dublin did, on May 14, 2002, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 02-05, 2001-2002 Annual Slurry Seal Program, authorized by the City Council on April 16, 2002, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City CounCil of the City of Dublin does hereby award City of Dublin Contract No. 02-05 to the lowest responsible bidder therefor, to wit, Valley Slurry Seal Company, at a bid of Sixty-Two Thousand, Two Hundred Thirteen Dollars and Fifty-Three Cents ($62,213.53), the particulars of which bid are on file in the Office of the City Engineer.
