Adopt Resolution (Attachment 1) approving General Plan Amendment with attached Exhibit A and Exhibits B-1 through B-5 FINANCIAL STATEMENT: Cost of tasks related to the amendment to be paid from the General Fund budget. DESCRIPTION: The Eastern Extended Planning Area lies east of the area recently approved for annexation by LAFCO (the East Dublin Properties' proposal) and is shown on the General Plan Land Use Map in Exhibit B-2. The Eastern Extended Planning Area encompasses the Doolan Canyon area and the area labeled "14 acres (Crosby)" on the General Plan Land Use Map. These lands lie north ofi-580 and between the incorporated boundaries of Dublin, San Ramon and Livermore. Originally~, the Eastern Dublin General Plan Amendment proposed low and medium density residential uses with accessory neighborhood commercial uses for the Doolan Canyon area and adjacent lands within the Future Study Area. This area was outside the City's approved Sphere of Influence (SOl) and outside the infrastructure service boundaries. The City Council did not approve these proposed uses. Instead, the'Council deleted the potential urban uses, adopted a 100-acre minimum parcel size and Agriculture designation, consistent with the County General Plan designation, and designated the area east of the SOI, including Doolan Canyon, as Future Study Area (see Exhibit B-2 of the Resolution, Atttachment 1). The Future Study Area designation required that if and when urban land uses were proposed, additional studies would be prepared to determine the most suitable type of development or preservation for the area. No additional studies to determine appropriate land uses or environmental conditions have been undertaken for this area since the designation was established in 1993. Therefore, Staff is recommending that this area totaling approximately 2,744 acres be removed from the General Plan planning area maps (Exhibits B-1 through B-5 of the Resolution, Attachment 1) and that the boundary of the Eastern Extended Planning Area be adjusted accordingly. Analysis: The City of Dublin contains two Extended Planning Areas which are shown on the General Plan Land Use Map (Exhibit B-2). The Western Extended Planning Area is located between the limits of the City's incorporated area and the boundaries of Alameda County and Contra Costa County to the north and west, and the Eastern Extended Planning Area is located east of Dougherty Road and the SPRR alignment, and the city boundaries of San Ramon and Livermore to the north and east. The area proposed for removal from the Eastern Extended Planning Area is shown on the General Plan Map as "Future Study Area- Agriculturb," indicating that urban-type land uses have not yet been planned for the subject properties. The subject area would continue to be covered by the Alameda County General Plan which designates it for agricultural-type land uses and 100-acre minimum parcel sizes. Amendment of General Plan Maps and Text The subject area has been shown as an area for future study for many years without compilation of any additional information to determine its development potential, therefore, a General Plan Amendment to remove the Eastern Extended Planning Area from the City's planning area is appropriate at this time. Several General Plan maps require amendment to adjust the boundary for Plan consistency. These maps are shown in Exhibits B-1 through B-5 of the Resolution (Attachment 1). A copy of each existing General Plan Map and the corresponding proposed map are included in each of the attachments. Staff notes that the Circulation Element maps were previously amended to reflect the deletion of urban uses for the Doolan Canyon area. Central Parkway had originally been planned to extend through Doolan Canyon to serve urban-level development. The 1993 Eastern Dublin General Plan Amendment that deleted urban development potential for this area also changed Central Parkway (then identified as the Transit Spine) from a two-lane to a four-lane road ending at Fallon Road. Subsequently, the City amended Circulation Elements Figures 5-lb, 5-2b and 5-3b in 1997 to show Central Parkway extending easterly of Fallon Road and continuing south to connect with Dublin Boulevard within the Eastern Extended Planning Area. However, the City inadvertently neglected to revise the General Plan Land Use Map to reflect this change. The revisions to the affected maps to reflect this change are included in this amendment and are shown in Exhibits B-2 and B-3. Other extensions of or improvements of infrastructure in the Eastern Dublin Specific Plan and shown in the Eastern Dublin Specific Plan Program EIR are not proposed for change with this amendment. Some General Plan text changes are necessary for consistency with the modifications proposed to the General Plan maps. These changes are shown in Exhibit A of the proposed Resolution (Attachment 1). In general, the textual changes delete references to the Furore Study Area and revise the amount of acreage included in the Extended Planning Area for eastern Dublin. Amendment of the Eastern Dublin Specific Plan is not necessary with this General Plan Amendment as the maps and text of the Specific Plan do not include this Future Study Area. (Staff notes that the 14 acres shown on the current land use maps as "Crosby" was originally included in the Specific Plan area, but was excluded from the Specific Plan in the May 10, 1993 project approval. The site, like the rest of the Future Study Area, was outside the City's Sphere of Influence.) Other map changes unrelated to the Future Study Area are included in this General Plan amendment to reflect previously approved map modifications. The proposed map for Development Potential in Exhibit B-4 has been modified to show existing and approved development for Schaefer Ranch and Dublin Ranch. Planning Commission Action: On April 9, 2002, the Planning Commission adopted Resolution No. 02- 20 (Attachment 2) recommending approval of the General Plan Amendment for the adjustment of the Eastern Extended Planning Area Boundary and removal of the Future Study Area (including Doolan Canyon) Designation, and minor modifications to the Western Extended Planning Area Maps to the City Council. Prior to the Planning Commission hearing, the City of Livermore submitted a letter (Attachment 3) of support for the General Plan Amendment and requesting clarifications on the map exhibits to reflect the connection of Central Parkway with Dublin Boulevard with in the City's boundary. The roadway connection was clarified on the maps prior to the Commission hearing, and were included as exhibits to the approved Planning Commission resolution. ENVIRONMENTAL ANALYSIS: The project has been evaluated for compliance with the California Environmental Quality Act (CEQA), State CEQA Guidelines and the City of Dublin Environmental Guidelines. The General Plan Amendment to adjust the boundary of the Eastern Extended Planning Area and remove the Future Study Area- Agriculture designation from the Dublin General Plan planning area has no potential for direct or indirect significant effects on the environment. Related text and map amendments for internal consistency would similarly have no potential effect; nor would the map updates for the Western Extended Planning Area. The amendment is exempt from further environmental review or assessment under the CEQA Guidelines, Sec. 15061(b)(3). CONCLUSION: To date, no additional studies to determine appropriate land uses or environmental conditions have been undertaken for the Eastern Extended Planning Area designated as Future Study Area since the designation was established in 1993. Therefore, it is appropriate that this area be removed from the General Plan maps and that the boundary of the Eastern Extended Planning Area be adjusted. RECOMMENDATION: Staff recommends the City Council receive Staff presentation; open the Public hearing; take testimony from the Public; question Staffand the Public; close the Public hearing and deliberate; and, adopt a Resolution (Attachment 1 with attached Exhibits A and B-1 through B-5) approving the General Plan Amendment. RESOLUTION NO. - 02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING A GENERAL PLAN AMENDMENT FOR ADJUSTMENT OF THE EASTERN EXTENDED PLANNING AREA BOUNDARY, REMOVAL OF THE FUTURE STUDY AREA (INCLUDING DOOLAN CANYON) DESIGNATION, AND MINOR MODIFICATIONS TO THE WESTERN EXTENDED PLANNING AREA MAPS WHEREAS, the boundaries of the Eastem Extended Planning Area in Dublin were adopted by the City Council on May 10, 1993, and approved bY the voters at a referendum held on January 7, · 1994 on the Eastern Dublin General Plan Amendment; and WHEREAS, the portion of the Eastern Extended Planning Area east of the City's Sphere of Influence was designated "Future Study Area-Agriculture," on the General Plan Land Use Map; and WHEREAS, the Furore Study Area contains approximately 2,744 acres, generally including the Upper 'and Lower Doolan Canyon area, the 14-acre Crosby site, and other lands; and WHEREAS, the Dublin General Plan contains maps and certain references related to the City's potential furore interest in this portion of the Eastern Extended Planning Area of Dublin, and no further studies of the area for future urban land uses have been initiated since the designation was adopted in 1993; therefore, based on recommendation by the Planning Commission, the City Council finds it in the public interest to approve removal of the Future Study Area from the Eastern Extended Planning Area and to adjust the planning area boundary accordingly; and WHEREAS, removing the Future Study Area from the planning area requires modification of the General Plan text as shown in Exhibit A, generally deleting references to the Future Study Area and revising the amount of acreage included in the Extended Planning Area land use summary table. The proposed amendments also require modification of certain General Plan maps as shown in Exhibits B- I through B-5 to exclude the Future Study Area from the Eastern Extended Planning Area; and WHEREAS, the General Plan Amendment also includes minor updates to General Plan maps to reflect approved development for the Schaefer Ranch area in the Western Extended Planning Area and Dublin Ranch in the Eastern Extended Planning Area, as shown in Exhibit B-1; and WHEREAS, the proposed General Plan Amendment has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be exempt under the CEQA Guidelines, Sec~. 15061(b)(3), from further environmental review or assessment, as the General Plan Amendment does not effect the physical environment either directly or indirectly, and would have no potential for causing a significant effect on the environment; and ATTACHMENT 1 WHEREAS, City staff prepared a staff report describing and analyzing the proPosed General Plan Amendment, which report was presented to the Planning Commission at a duly noticed public hearing on April 9, 2002, at which time all interested parties had the opportunity to comment on the project; and WHEREAS, the Planning Commission did hear and consider all such reports, recommendations, and testimony hereinabove set forth and recommended the General Plan Amendment for the remOval of the Eastern Extended Planning Area designation and boundary and the proposed modifications to the related General Plan maps and text, and the minor updates to General Plan maps to reflect approved development for the Schaefer Ranch area in the Western Extended Planning Area and Dublin Ranch in the Eastern Extended Planning Area to the City Council for approval; and WHEREAS, City Staff prepared a staff report describing and analyzing the proposed General Plan Amendment, which report was presented to the City COuncil at a duly noticed public hearing on May 21, 2002, at which time all interested parties had the opportunity to comment on the project; and WHEREAS, the City Council did hear and consider all such reports, recommendations, and testimony hereinabove set forth related to the General Plan Amendment for the removal of the Eastern Extended Planning Area designation and boundary and the proposed modifications to the related General Plan maps and text, and the minor updates to General Plan maps to reflect approved development for the Schaefer Ranch area in the Western Extended Planning Area and Dublin Ranch in the Eastern Extended Planning Area; and NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does hereby approve the General Plan Amendment set forth in attached Exhibits A and B-1 through B-5, which exhibits are incorporated herein by reference. The 6,900 approximately 4,200-acre area east of Cramp Parks RFTA will permit the eventual expansion of urban development in order to accommodate the healthy growth of the community. Amendment to 2.0: LAND USE AND CIRCULATION SECTION: LAND USE ELEMENT, first paragraph under Eastern Extended Planning Area as follows: Figure 2B illustrates generalized land uses and circulation for the Eastern Extended Planning Area that lies east of Camp Parks RFTA. This area includes approximately 6,900 4,200-acres. The Eastern Extended Planning Area is projected to build out over the next 30-40 years, adding roughly 13,930 new housing units to the City. Buildout is projected to increase the City's population by approximately 32,500 people and add 28,100 new jobs. PROPOSED Figure 8-1 /~/.~ Dublin General Plan ~ Geologic Hazards and Constraints Extended Planning Area o ~ mils ~ Slopes 30% and Greater ~ t.andslide Hazard Area Boundary Detailed Geologic Investigeflon Required Earthquake Fault Zones ..Preliminary Special Studies Zones (1973) :' t~ ~[ Alquist-Priolo Special Studies Zones (1982) Amended April 2002 RESOLUTION NO. 02 - 20 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THE CITY COUNCIL APPROVE A GENERAL PLAN AMENDMENT FOR ADJUSTMENT OF THE EASTERN EXTENDED PLANNING AREA BOUNDARY, REMOVAL OF THE FUTURE STUDY AREA (INCLUDING DOOLAN CANYON) DESIGNATION, AND MINOR MODIFICATIONS TO THE WESTERN EXTENDED PLANNING AREA MAPS WI-IEREAS, the boundaries of the Eastern Extended Planning Area in Dublin were adopted by the City Council on May 10, 1993, and approved by the voters at a referendum held on January 7, 1994 on the Eastern Dublin General Plan Amendment; and WHEREAS, the portion of the Eastern Extended Planning Area east of the City's Sphere of Influence was designated "Future Study Area-Agriculture," on the General Plan Land Use Map; and WI-IEREAS, the Future Study Area contains approximately 2744 acres, generally including the Upper and Lower Doolan Canyon area, the 14-acre Crosby site, and other lands; and WHEREAS, the Dublin General Plan contains maps and certain references related to the City's · potential furore interest in this portion of the Eastern Extended Planning Area of Dublin, and no further studies of the area for future urban land uses has been initiated since the designation was adopted in 1993; therefore, the Planning Commission finds it in the public interest to recommend removal of the Future .Study Area from the Eastern Extended Planning Area and to adjust the planning area boundary accordingly; and WHEREAS, removing the Future Study Area from the planning area requires modification of the General Plan text as shown in Exhibit A, generally deleting references to the Future Study Area and revising the amount of acreage included in the Extended Planning Area land use summary table. The proposed amendments also require modification of certain General Plan maps as shown in Exhibits B- I through B-5 to exclude the Future Study Area from the Eastern Extended Planning Area; and WHEREAS, the General Plan Amendment also includes minor updates to General Plan maps to reflect approved development for the Schaefer Ranch area in the Western Extended Planning Area and Dublin Ranch in the Eastern Extended Planning Area, as shown in Exhibit B- 1; and WHEREAS, the proposed General Plan Amendment has been reviewed in accordance with the provisions .of the California Environmental. Quality Act (CEQA) and was found to be exempt under the CEQA Guidelines, Sec. 15061(b)(3), from further environmental review or aSsessment, as the General Plan Amendment does not effect the physical environment either directly or indirectly, and would have no potential for causing a significant effect on the environment; and WItEREAS, City staff prepared a staff report describing and analyzing the proposed General Plan Amendment, which report was presented to the Planning Commission at a duly noticed public hearing on April 9, 2002, at which time all interested parties had the oppommity to comment on the project; and WI-IEREAS, the Planning Commission did hear and consider all such reports, recommendations, and testimony hereinabove set forth and supports the General Plan Amendment for the removal of the Eastern Extended Planning Area designation and boundary and the proposed modifications to the related General Plan maps and text, and the minor updates to General Plan maps to reflect approved development for the Schaefer Ranch area in the Western Extended Planning Area and Dublin Ranch in the Eastern Extended Planning Area; and NOW, TI-IEREFORE, BE IT RESOLVED THAT the Planning Commission of the City of Dublin does hereby recommend that the City Council approve the General Plan Amendment set forth in attached Exhibits A and B-1 through B-5, which exhibits are incorporated herein by reference.
