FINANCIAL STATEMENT:
Funding for this Capital Improvement Program project is from the
Dougherty Valley Traffic Impact Fee (300).

DESCRIPTION: This project will install a traffic signal system at the intersection of
Dougherty Road and Willow Creek Road. The traffic signal is warranted based on existing traffic
volumes entering the intersection during the morning peak hour. The volumes are expected to escalate
steadily over time due to increased traffic on Dougherty Road from the Dougherty Valley developments
in Contra Costa County.
The budget for FY 2002-2003 is proposed to be approved by the end of June 2002. If, for some reason,
the budget is not approved, Staff will cancel the bid opening for this project.
Plans and specifications are now complete, and Staff recommends that the City Council authorize
solicitation of bids for Contract No. 02-06, Traffic Signal at Dougherty Road and Willow Creek Road.
