SUBJECT: Approval of Amendment to Existing Engineering Services Contract
with Omni-Means (Rate Adjustment for FY 2002-03)

RECOMMENDATION: xq,Ar~. Adopt resolution approving the amendment to the agreement
FINANCIAL STATEMENT: Omni-Means has proposed a rate adjustment for 2002-2003 which
ranges from 308% to 5.7% for classifications currently serving the
City. It is proposed that the not-to-exceed limit be $100,000.
DESCRIPTION: Omni-Means provides general traffic engineering services to the
City based on the consultant's adopted rate schedule for FY 2001-2002.
The current agreement with Omni-Means expires on June 30, 2003, with the provision that the consultant
may request an adjustment of rates at the end of the first contract year. At this time, Omni-Means is
proposing rate increases which have the effect of a 4.0% increase, based on anticipated hours by rate
classification for Fiscal Year 2001-2002 for those classifications that will not change in FY 2002-2003.
Rate increases for the Traffic Engineer 3 and Technician 3 positions are proposed to increase by 3.8%
and 5.7%, respectively; however, the rate for the Branch Manager will not increase. The average rate
of increase is 4.0%.
Omni-Means will provide individual not-to-exceed proposals for specific reviews or studies, and work
is rarely performed strictly on a time-and-materials basis. The not-to-exceed amount for services is
proposed to be set at $100,000.
Omni-Means has continued to provide satisfactory, professional service at competitive rates. Staff
recommends that the City Council adopt the resolution approving the amendment to the agreement.

RESOLUTION NO. - 02
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING AMENDMENT TO AGREEMENT
FOR TRAFFIC ENGINEERING SERVICES
WITH OMNI-MEANS
WHEREAS, the City Council of the City of Dublin approved an agreement for traffic engineering
services with Omi-Means, on June 11, 1996; and
WHEREAS, the term of the agreement was extended until June 30, 2003; and
WHEREAS, minor changes in charge rates are proposed for this contract term;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
approve the amendment to the agreement (rate adjustment) with Omni-Means, which is attached hereto as
"Exhibit A."
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the amendment.

AMENDMENT TO AGREEMENT
BETWEEN CITY OF DUBLIN AND OMNI MEANS
FOR TRAFFIC ENGINEERING SERVICES
WHEREAS, the City of Dublin (hereinafter referred to as "CITY") and Omni-Means
(hereinafter referred to as "CONSULTANT"), entered into a one-year agreement on June 11, 1996, to
provide engineering services to CITY; and
WHEREAS, the City Council approved an extension of term until June 30, 2003; and
WHEREAS, Consultant has requested an adjustment of rates for Fiscal Year 2002-2003;
NOW, THEREFORE, the parties hereto agree as follows:
Adjustment of Rates
The rates charged to the City of Dublin shall be as indicated in the letter from Omni-Means dated
February 13, 2002; i.e., Consultant $150.00 per hour; Traffic Engineer 3. $108.00 per hour; and
Technician 3 $74.00 per hour. Other rates shall be as indicated on the original 2001-2002 rate schedule.
The not-to-exceed limit for Fiscal Year 2002-2003 shall be $100,000.

As indicated in the above comparison Tables, our overall billings are projected to rise by 4.0%,
comparing 2001-2002 rates/hours with the rates/hours proposed for fiscal year 2002-2003.
