FINANCIAL STATEMENT: In Fiscal Year 2002-2003 it is projected that 13,920 hours of inspection, plan check and specialized services will be required. Only those hours required will be billed. If the Fiscal Year 2002/2003 hours of services does reach the projections, the annual cost of services under these contracts will be $ 998,400. No Fee Adjustments are proposed for Fiscal Year 2002-2003. Sufficient funding has been included in the Fiscal Year 2002-2003 Budget. DESCRIPTION: Since July 1995, the City of Dublin has contracted with the firm LP2A for primary Building and Safety Services. Since 1999, LP2A has not been able to fill critical positions in building inspections due to the tight labor market in the Bay Area. As a result, in Fiscal Year 2000-2001, the City of Dublin contracted with the firms, BJY and 4Leaf, Inc., for Building and Safety Services. Due to cyclical construction activity, the City has found that this type of contract arrangementbest suits the City's needs Currant Staff Levels for the each agency includes the following: LP2A - 1.5 In-House Plans Examiners, 1 Commercial and 2 Residential Building InSpectors. BJY - 1 Residential Building Inspector. 4Leaf - 1 Commercial Building Inspector. The firms have received positive responses on the City's Customer Service cards over the past year. Their work has been exemplary and responsive to the City's needs. Customer requests on the phone and over the counter have been handled quickly and efficiently. In Fiscal Year 2002-2003, contract inspection and plan checking services will include one and one-half (1½) full time In-House Plans Examiners, two (2) full time Commercial Inspectors and three (3) full time Residential Inspectors. In addition, some additional off-site plan examiner services will be performed for complicated commercial projects. COPIES TO: Bldg. Attachment 2 provides a summary of historical workload data. RECOMMENDATION: Staff recommends that the firms Linhart, Petersen and Powers Associates, Bernard Johnson Young Incorporated & 4Leaf Inc continue to provide building and safety services to the City of Dublin in Fiscal Year 2002-2003. All provisions of the latest contracts with these firms, including cost of various services shall remain in effect.
