FINANCIAL STATEMENT: None at this time.
DESCRIPTION:
Mr. James Tong, representative of Chang Su O Lin, property owner, is requesting that the City initiate a
General Plan and Eastern Dublin Specific Plan Amendment Study to change land use designations for
approximately 184 acres of land, called Dublin Ranch West or the former Wallis Ranch, located west of
Tassajara Road and south of the Alameda County line. The applicant is requesting this study as a
component of his application for prezoning (Stage 1 Planned Development) and annexation by the City.
Pursuant to the Zoning Ordinance and the Eastern Dublin Specific Plan, prezoning through a Stage 1
Planned Development is a prerequisite of annexation. The applicant's Stage 1 Planned Development
application proposes changes to the land use designations in the Eastern Dublin Specific Plan due to
environmental constraints and consideration of the highest and best use of the site. To move forward with
the annexation, the applicant requests that the City study amending the General Plan and Eastern Dublin
Specific Plan.
The following General Plan and Specific Plan land use changes are proposed by the applicant:
Increase Open Space. The current Eastern Dublin Specific Plan Land Use Chapter designates
approximately 28.3 acres of residential, park and commercial development within Tassajara Creek

or one of its tributaries. Development of these sites would require filling the creek. Instead, the
applicant would like to increase Open Space by 9.9 acres.
- Relocate Neighborhood Park. The applicant would like to exchange the northerly Neighborhood
Park with the southerly Medium Density Residential in the "panhandle" area adjacent to Tassajara
Road. Additional areas in the "panhandle" to be re-designated Open Space.
- Increase Residential Density. The applicant requests that the City re-designate the southerly Low
Density Residential site to Medium High Density Residential.
- Change School Site. The applicant requests that the City provide for an underlying zoning or
"development alternative" to change the 9.7 acres of land designated Elementary School to 11
acres of Medium High Density Residential, for 150 to 267 additional units. The applicant proposes
a new land use category of ES/MH that is not currently used in the General Plan or Eastern Dublin
Specific Plan.
The chart below describes the proposed amended land uses and densities for the project as compared to
the land uses in the General Plan and Eastern Dublin Specific Plan.

A map showing the General Plan and Eastern Dublin Specific Plan land uses is included with this Staff
report as Attachment 1. A map of the proposedland uses is included as Attachment 2.
If the City Council authorizes a General Plan and Eastern Dublin Specific Plan Amendment Study, Staff
would:
· Examine the proposed land use designations, on site and adjacent, to determine if the proposed
land uses are appropriate based on City policies and standards;
· Examine appropriate changes to lands designated for community facilities, including changes to
the school site;
· Examine the proposed circulation patterns, including the alignment of the Tassajara Road right-of-
way, site access and emergency access issues;
· Examine historic resources on site;
· Examine water resources and wastewater issues;
· Examine open space issues;
· Examine community parks issues;
· Examine biological resources; and
· Prepare an environmental document.
RECOMMENDATION:
Staff recommends that the City Council receive Staff's and the applicant's presentation; question Staff
and the applicant; and adopt a Resolution either authorizing or denying the request to initiate the General
Plan and Eastern Dublin Specific Plan Amendment Study.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE INTIATION OF A GENERAL PLAN AND EASTERN DUBLIN
SPECIFIC PLAN AMENDMENT STUDY FOR CHANG SU O LIN FOR APPROXIMATELY
184 ACRES OF LAND LOCATED ALONG TASSAJARA ROAD
AND THE ALAMEDA COUNTY LINE
WHEREAS, a General Plan and Specific Plan Amendment Study has been requested by the
representative of Chang Su O Lin, Mr. James Tong, for the approximately 184 acre property located
~along the western side of Tassajara Road, ending at the Alameda County line; and
WHEREAS, a General Plan and Specific Plan Amendment to allow a change in land uses would
be required to allow the change from the approved land use designations to the proposed land use
designations; and
WHEREAS, additional entitlements including zoning, annexation, site development review and
other associated permits would need to be processed before development could occur; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, the staff report submitted one recommendation that the City Council approve the
initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study for the proposal; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a General Plan and Specific Plan
Amendment Study for the 184 acre site.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan and Specific Plan Amendment Study for the
site located along the western side of Tassajara Road, ending at the Alameda County line.
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin on this 18th
day of June 2002, by the following votes:
