RECOMMENDATION:~ Ix,//Ltl~ Consider granting use of the City Seal to the Tri-Valley Interfaith Forum for use in the 13a edition of the TrirValley Human Services X,v Directory. FINANCIAL STATEMENT: None DESCRIPTION: In April 2002, the City Council adopted a policy that the Seal of the City of Dublin shall not be used to support, promote or sponsor any event, program or endeavor that is not an exclusive activity of the City without approving action by the City Council at any duly called or scheduled meeting. Use of the City Seal in conjunction with such activities is to be considered on a case- by-case basis and on such criteria as the City Council determines appropriate. The City received a written request from the Tri-Valley Interfaith Forum on March 28, 2002, regarding City sponsorship of the 13th edition of the Tri-Valley Human Services Directory by contributing $5,000 towards its publication. The request for funding the Human Services Directory will be considered tonight by the City Council during the Budget Hearing. The Tri-Valley Interfaith Forum has also requested use of the City Seal in the Human Services Directory. Attachment 1 is a rough draft copy of the Tri-Valley Human Services Directory, which depicts that the City Seal would be placed in line with several other Directory sponsors such as City of Pleasanton and City of Livermore. RECOMMENDATION: Staff recommends that the Council consider whether to grant use of the City Seal to the Tri-Valley - Interfaith Forum for use in the 13th edition of the Tri-Valley Human Services Directory. This year the cities of Livermore and Pleasanton, have partnered with Leadership Pleasanton, The Tri- Valley Interfaith Poverty Forum, and most recently The City of San Ramon to collaborate on the 13~ edition of the TRI-VALLEY HUMAN SERVICES DIRECTORY. Our wOrk is nearly complete and we intend to publish in May. The total cost of the project is estimated to be $20,000. The primary beneficiaries of the Human Services Directory are Tri-Valley residents facing hardship or crisis. Past experience shows that the directory is used most frequently by municipal workers, school nurses, emergency responders, community volunteers, and others who come into contact with citizens in need. We would be most grateful if the city of Dublin could participate with us by granting (i) a five thousand dollar contribution, and (ii) permission to use the Dublin city seal in our publications. DUblin would receive, in return, one thousand copies of the book, the reference card, and the postcard for exclusive distribution throughout Dublin. (Total publication is estimated at 5-6,000 copies). Other benefits to your city, beyond the obvious aid to Dublin's citizens-in-need, include the promotion of a united community (Tri-Valley) image; an opportunity to recognize the local service providers who assist your residents in ways the city cannot; and, tax credit.
