FINANCIAL STATEMENT: Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover the cost of painting curb and posting signs.
DESCRIPTION: Street parking is currently prohibited on Village Parkway between
Amador Valley Boulevard and the City limit with San Ramon. The City was recently contacted by a citizen
who was concerned about vehicles blocking the bus stop zone on Village Parkway at Brighton Drive adjacent
to Dublin High School. During the regular school year, most parents drop offand pick up children at the high
school by making quick stops along the curbside of Village Parkway adjacent to the school. However, it
appears that during the afternoon some parents stop their vehicles within the bus'top Zone and wait for
children, forcing an arriving bus to stop in the travel lane and drop off/pick up passengers away from the
designated area for the bus stop.

The City's Traffic Safety Committee (TSC) met on June 18, 2002 and reviewed the above concern regarding
vehicles blocking the bus stop zone adjacent to Dublin High School. The TSC is a committee that meets once
a month to discuss traffic safety issues in Dublin and consists of City Staff from the Public Works
Department and Police Services. Based on this TSC review, Staff recommends that certain segments of the
no parking zone on the eastside of Village Parkway~ north of the bus stop zone, be changed to a passenger
loading zone (fire hydrant and driveway exit sight distance areas will remain red curbed). By making this
parking designation change, parents will be able to distinguish more easily the bus stop zone from the
passenger loading zone and avoid stopping within the bus stop area. Drivers of vehicles spotted by police
blocking the bus stop zone will be issued warnings or cited.
In addition, City Staff requested Livermore-Amador Valley Transit Authority (LAVTA) to relocate the
ex/sting bus stop sign closer to the face of curb to make the sign more visible for drivers on Village Parkway°
Staff has met with representatives of the Dublin Unified School District and LAVTA regarding the proposed
passenger loading zone and the bus stop sign relocation and has received their concurrence with the Staff
recommendation.
Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolutions
repealing the no parking zone and establishing the passenger loading zone on the east side of Village Parkway
adjacent to Dublin High School.
RESOLUTION NO. -02
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REPEALING NO PARKING ZONE
ON EAST SIDE OF VILLAGE PARKWAY
ADJACENT TO DUBLIN HIGH SCHOOL
WHEREAS, a passenger loading zone should be designated on Village Parkway adjacent to
Dublin High School to facilitate parents' use of the curbside to drop off or pick up children at the school
without blocking the existing bus stop zone north of Brighton Drive;
The City Council of the City of Dublin hereby resolves as follows:
Section 1: The no parking zone located on the east side of Village Parkway from a point 157
feet north of the north curbline at Brighton Drive, north a distance of l l 7feet;from a point 304feet north
of the north curbline at Brighton Drive, north a distance of l2Ofeet; from a point 456feet north of the
north curbline at Brighton Drive, north a distance of l 41feet; from a point 648feet north of the north
curbline at Brighton Drive, north a distance of 89 feet; and from a point 767feet north of the north
curbline at Brighton Drive, north a distance of 84 feet, is hereby repealed.
Section 2: Said no parking zone shall be deleted fi.om Section 6.28.010 (Village Parkway) of
the City of Dublin Traffic Code.

RESOLUTION NO. - 02
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ESTABLISHING PASSENGER LOADING ZONE
ON EAST SIDE OF VILLAGE PARKWAY
ADJACENT TO DUBLIN HIGH SCHOOL
WHEREAS, a passenger loading zone should be designated on Village Parkway adjacent to
Dublin High School to facilitate parents' use of the curbside to drop off or pick up children at the school
without blocking the existing bus stop zone north of Brighton Drive;
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.350, and in the interest of
public safety, a passenger loading zone shall be established on the east side of Village Parkway from a
point 157feet north of the north curbline at Brighton Drive, north a distance of l ! 7 feet,' from a point 304
feet north of the north curbline at Brighton Drive, north a distance of l2O feet; from a point 456feet north
of the north curbline at Brighton Drive, north a distance of141 feet; from a point 648feet north of the
north curbline at Brighton Drive, north a distance of 89 feet; and from a point 767feet north of the north
curbline at Brighton Drive, north a distance of 84 feet.
Section 2: Section 6.32.085 Passenger Loading Zone shall be added to the City of Dublin Traffic
Code, and said passenger loading zone shall be incorporated into this new section.
