FINANCIAL STATEMENT: Funding for this Capital Improvement Program project is from
monies paid to the City of Dublin by Contra Costa County's
Dougherty Valley Traffic Impact Fee (Dublin's Fund 300).

DESCRIPTION: On June 4, 2002, the City Council authorized Staff to solicit bids for
Contract No. 02-06, Traffic Signal at Dougherty Road and Willow Creek Drive.
This project will install a traffic signal system at the intersection of Dougherty Road and Willow Creek
Drive. The traffic signal is warranted based on existing traffic volumes entering the intersection during
the morning peak hour.. These volumes are expected to escalate steadily over time due to increased traffic
on Dougherty Road from the Dougherty Valley developments in Contra Costa County.
A total of 6 bids were received (Attachment 2). The low bidder is Brown & Fesler, Inc., with a bid in the
amount of $162,846.00. Staff has reviewed the bids and determined that the low bid contractor has
satisfactorily performed similar jobs.
Staff recommends that the City Council adopt the resolution .awarding Contract No. 02-06, Traffic Signal
at Dougherty Road and Willow Creek Drive, to Brown & Fesler, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 02-06
TRAFFIC SIGNAL AT DOUGHERTY ROAD AND WILLOW CREEK DRIVE
WHEREAS, the City of Dublin did, on July 30, 2002, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 02-06, Traffic Signal at Dougherty Road and Willow Creek Drive, authorized by the City
Council on June 4, 2002, which Plans, Specifications, and Modifications are hereby expressly referred to
for a description of said work and for all particulars relative to the proceedings under the request for bids;
and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 02-06 to the lowest responsible bidder therefor, to wit, Brown
& Fesler, Inc., at a bid of One Hundred Sixty Two Thousand Eight Hundred Forty Six Dollars
($162,846.00), the particulars of which bid are on file in the Office of the CitzEngineer.
PASSED, APPROVED AND ADOPTED this 6th day of August, 2002.
