Approve formation of a Selection Committee and authorize Staff to solicit representatives. 2. Authorize Staff to proceed with Request for Qualifications to artist community. FINANCIAL STATEMENT: The budget for Public Art for the Senior Center is $53,640.00. DESCRIPTION: One of the high priority goals for the 2002-2003 set by City Council was to commission Public Art for the new Senior Center. And as a result 1% or $53,640.00 was allocated for a Public Art component as part of the Senior Center project. In order to integrate the Public Art into this project, the artist should be selected shortly after the schematic design for the building is approved by the City Council or by December 2002. The City's Heritage and Cultural Arts Supervisor will coordinate the artist selection process' and the following process for commissioning the artist/artist team is recommended in order to insure timeliness in regards to the Public Art component for the Senior Center. 1. Appoint an Artist Selection Committee. The suggested make up of the committee is as follows: · (1) Representative from the Heritage and Cultural Arts Commission · (1) Representative from the Parks and Community Services Commission · (1) Representative from the Senior Center Committee · (2) Senior Citizens from the community at large. · (2) Representatives from the community at large. Non- voting members of the Committee would include the City Project Manager, the Architect, the Landscape Architect and the Heritage and Cultural Arts Supervisor. 2. Identify locations and parameters for the art in/at the Senior Center. The first task of the Committee is to determine potential locations for the art. The Committee would submit a Request for Qualifications to artists in the region. From these submissions, the Committee, with the goal of selecting an artist/artist team to collaborate with the architect to create a proposal for approval by the Artist Selection Committee, would interview finalists: The Committee recommendations would than go to the Heritage and Cultural Arts Commission, the Parks and Community Services Commission, and the City Council for final approval. In conclusion, it is the recommendation of Staffthat the City Council take the following action: 1. Approve formation of an Artist Selection Committee and authorize Staff to solicit representatives for approval by the City Council at a subsequent meeting. 2. Authorize Staff to distribute a Request for Qualifications for the project to the artist community.
