This is the second part ora phased project to upgrade the existing fuel tank systems at the Civic Center to meet Alameda County Environmental Health Department and Bay Area Air Quality Management District requirements. The proposed improvements would meet known requirements through at least Calendar Year 2004. During Fiscal Year 2001-02, improvements were made to the containment system for the diesel fuel tank which supplies the Civic Center emergency generator, and a new monitoring device was installed which serves both tanks. This project would make similar improvements to the containment and leak detection system for the Civic Center gasoline tank and fueling station. Three bids were received for this project. Staff has spoken with DCM Construction and Services, and despite the disparity in bid price, DCM has indicated that their figure is not in error. Staff has checked with references and recommends that the City Council adopt the resolution awarding Contract 02-17 to DCM Construction and Services.
