AGENDA STATEMENT
CITY COUNCIL MEETING DATE: December 3, 2002
SUBJECT: Authorization to Solicit Bids - Contract 02-20
Street Light Pole Replacement, Phase 1
Report Prepared by: Lee S. Thompson, Public Works Director
ATTACHMENTS: Specification to be available at City Council meeting
RECOMMENDATION: , ~ Authorize Staffto advertiSe for bids, Contract 02-20, Street Light
Pole Replacement, Phase 1
FINANCIAL STATEMENT: The construction budget for Phase 1 of this project is $100,000. The
cost of Phase 1 is proposed to be paid by Street Light Maintenance
Assessment District 83-1 (Fund 710).
DESCRIPTION: This project is Phase 1 ora proposed five-year project to replace
the old painted steel street light poles in subdivisions that were constructed in the 1960's. These
ungalvanized poles have deteriorated over time and many are corroded to the point of needing
replacement. Approximately eight poles Which were severely rusted have been replaced over the past two
years through the City's street light m~aintenance contract with Alameda County. The City incurs some
liability exposure t~om the condition of these poles, and it was recommended in the 2002-03 Capital
Improvement Program to begin replacing all of the remaining 386 poles.
The first phase project would replace approximately 40 poles. Staffrecently conducted a pole condition
survey for all of the poles in the subject area and identified 40 poles that appear to be in the worst
condition. Most of the poles to be replaced this year are located in the area east 0£I-680, near Davona
Drive. The actual quantity of poles replaced may be adjusted upward or downward depending on the bids
received. The new poles installed would be galvanized steel, which has an estimated life span 0£60 years
or more. The galvanized poles would reduce ongoing maintenance costs by eliminating the need to paint
the poles every five years.
Staff recommends that the City Council authorize solicitation of bids for Contract 02-20, Street Light Pole
Replacement, Phase 1.
