DESCRIPTION: The 20th Annual St. Patrick's Day Celebration is scheduled for the
weekend of March 15-16, 2003. The St. Patrick's Day Liaison Committee met once and Staff has begun
preparing for the events.
FESTIVAL ARTWORK
Each year the City commissions an artist to prepare unique artwork for the event poster and other
marketing materials. Staff is proposing three different concepts for poster artwork' for the upcoming
event.
The first concept is to develop a poster similar to those of the past four years, which prominently features
"fantasy like" artwork. For this concept, Staff obtained sketches of potential artwork from local artist
Greg Mack (Attachment 1). Sketch 1 is a drawing ora leprechaun asleep on a toadstool with a dragon and
a pot of gold. Sketch 2 is a drawing of a fairy seated on a rock among a group of shamrocks.
The second concept is to select a photo from last year's St. Patrick's Day Celebration and have a local
artist create a watercolor painting of the photo. The watercolor artwork would be featured on a poster
design similar to prior event posters. Attachment 2 contains a number of photos from the 2002 St.
Patrick's Day festival, which are indicative of Dublin's St. Patrick's Day Festival.
The third concept is to change the poster design, making the poster the artwork rather than developing a
unique piece of art to prominently feature on the poster. Attachment 3 contains samples of two possible
poster designs. Sample 1 is a poster design using stylized shamrocks and varying shades of green.
Sample 2 is a poster design depicting leprechauns playing musical instruments with a scroll for a
background.

ROAD CLOSURES
The locations of the festival, parade and fun nm will be the same as last year. The festival will be held on
Amador Valley Boulevard between Regional Street and Donohue Drive, including the library parking lot
and the eastern half of the Shamrock Village Shopping Center parking lot. The parade will be staged on
Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard. The parade route will
begin on Dublin Boulevard at Amador Plaza, head east to Village Parkway, north to Amador Valley
Boulevard, and west to Donohue Drive where it will disperse into the Target parking lot. The Fun Run
will start on Amador Valley Boulevard at Regional Street. Runners will head west on Amador Valley
Boulevard to San Ramon Road, north to Bellina Drive, and south through the residential neighborhoods to
finish in the Shamrock Village Shopping Center parking lot. Pre and post race activities will be held in
the Shamrock Village Shopping Center.
Each year the City Council adopts a resolution to temporarily close the streets for the events. Vehicle
Code section 21101, subdivision (e), provides that local authorities may, by ordinance or resolution,
temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special
events, and other purposes" as long as the authorities determine that the closing is "necessary for the
safety and protection of persons who are to use that portion of the street during the temporary closing."
Attached is a resolution authorizing the temporary street closure for the festival (Attachment 4). In
addition to authorizing the temporary street closure for the festival, the resolution also authorizes the
temporary street closures necessary for the St. Patrick's Day Parade and the Shamrock 5K Fun Run and
Walk. Following the adoption of the resolution, Staff will prepare a direct mailing in early January to all
residents and businesses affected by the road closures.
RECOMMENDATION: Staff recommends that the City Council take the following action:
1. Select the preferred conceptual artwork for the 2003 St. Patrick's Day Festival or provide Staff
with alternate direction.
2. Adopt the resolution authorizing the temporary street closure for the festival, parade and fun run.
