FINANCIAL STATEMENT: None
DESCRIPTION:
The State of California is experiencing severe energy shortages, which will impact the City and all of its
residents through higher energy costs and the possibility of rolling blackouts. Governor Gray Davis
recently proclaimed a statewide goal to reduce energy consumption by 7%.
In response to the energy situation and the Govemor's goal, on January 10, 2001 the League of California
Cities Board of Directors voted to endorse the Govemor's goal of 7% energy conservation, urge all cities
to reduce energy use by 7%, and urge all citizens to do the same.
In addition to the overall goal of 7%, the Govemor's office is asking all cities to certify that they will
reduce energy use by 5% by January 16, 2001. This request comes as a restfit of a deal negotiated by the
Governor and federal energy officials that requires a 5% statewide energy reduction in exchange for a
federal order that will require power companies to sell into the California market. The Governor is
primarily targeting state and local governments, and schools and universities to meet this goal.
In order to meet the Governor's immediate short-term request of reducing energy use by 5%, Staff is
proposing the following actions:

1. Turn off all unnecessary lights and rely on natural light wherever possible.
2. Avoid using appliances such as space heater, microwaves and kitchen appliances.
3o Turn off all computers, monitors and peripheral equipment such as copiers, and faxes at night
and turn off or use powersave mode on all equipment whenever possible during business
hours.
4o Reduce fountain usage at the Civic Center and Shannon Center.
These combined actions should result in a total energy reduction of at least 5%. In addition to these
immediate energy reduction measures, the City is also taking long-term energy reduction steps. The
Council recently approved the installation of Green LED traffic signal modules throughout the City. Staff
estimates that installing the green LED' s will reduce the energy usage for traffic signals by 40% and the
City' s total energy usage by approximately 14%, far exceeding the Governor's goal of 7%. All of the
LED's will be installed prior to June 1, 2001.
While the LED lights will reduce the City's energy use well beyond the Govemor's goal of 7%, Staff
recommends that City continue to implement energy conservation practices wherever possible.
RECOMMENDATION:
Staff recommends that the Council receive the Report and adopt the Resolution certifying the City' s
commitment to energy conservation and direct Staff to implement the City's energy conservation strategy.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
CERTIFYING THE CITY'S COMMITMENT TO ENERGY CONSERVATION
WHEREAS, California faces unprecedented energy shortages; and
WHEREAS, the need to conserve energy in City facilities, in order to avoid rotating blackouts, has
never been greater; and
WHEREAS, on Wednesday January 10, 2001 the League of California Cities Board of Directors
voted to endorse the Governor's goal of 7% energy conservation, urge all cities to reduce energy use by
· 7% and urge their citizens to do the same; and
WHEREAS, in order to demonstrate Califomia's commitment to energy conservation, the
Govemor's office is asking all ckies to certify that they will reduce energy use by 5% by January 16,
2001,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby certify that the City will reduce energy use by 5% by January 16, 2001.
BE IT FURTHER RESOLVED that the City does hereby commit to reduce energy use by
7%.
BE IT FURTHER RESOLVED that the City urges all Dublin residents to conserve energy.

As you know, California faces unprecedented energy challenges. The need to conserve
energy in city facilities, in order to avoid rotating blackouts, has never been greater.
On Wednesday, January 10, 2001, the League Board of Directors voted to:
1 ) endorse the Governor' s goal of 7% energy conservation;
2) urge all cities to reduce energy use by 7%; and
3) urge their citizens to do the same.
Your immediate action is necessary and appreciated. In .order to demonstrate
California's commitment to conservation, the Governor's office is asking all cities to
certify that they will reduce energy use by 5% by January 16, 2001. Please notify the
League as soon as possible by fax or e-mail that your city has done so. We encourage
you to notify the media of your actions and to urge your residents to immediately
conserve energy. The League will post a sample news release on its website on Friday,
January 12.
