Receive presentation from Art Consultant, Lynne Baer 2. Approve artwork or provide alternate direction There are sufficient funds in the project budget for the artworks DESCRIPTION: The Library Project includes 2% of the project budget for public art. The three areas identified for public art include the glass rotunda, the children's area and the outdoor entry plaza. Each was assigned a portion of the total art budget as follows: $25,000 for the children's area, $50,000 for the rotunda, and $100,000 for the plaza. On October 17, 2000, the City Council approved the artists for each area and authorized Staff to enter into an agreement with the artists to proceed with conceptual designs. The artists have completed conceptual designs for the artworks and the artworks will be available for city council consideration at the meeting. A brief description of the artworks follows. For the plaza, metal sculptor Robert Ellison designed a sculpture that will flank the entryway of the library. Playing with the concept of past and present icons, Mr. Ellison captured with whimsy the essence of today's library. The artists for the children's area, Charlie Brown and Mark Evans, created a mural concept using the bright colors of construction paper. The mural incorporates the many aspects of Dublin's heritage. For the rotunda, the shapes within the stained glass panels, in artist Peter Mollica's words, "might remind one of books on a shelf, perhaps the expanding collection, while the color changes evoke the changing seasons." The Library Selection Committee and Heritage and Cultural Arts Commission have reviewed the artwork proposed by each of the artists and recommends approval by the City Council. It is the recommendation of Staff that the City Council take the following action: 1. Receive presentation from Art Consultant, Lyrme Baer and the artists. 2. Approve artwork or provide alternate direction Following approval of the artworks, Staff will ~nalize agreements with the artists. The agreements will be brought before the City Council at a subsequent meeting for approval.
