This phase of Emerald Glen Park will include the design for the entry comer into the Eastern Dublin area. This prominent comer is at the intersection of Tassajara Road and Central Parkway and is the first civic feature in the newly developed area. The approved Master Plan shows this area as including a small lake and water feature, gazebo and sculpture garden. In conjunction with this comer Staff would recommend that additional temporary gravel parking be provided near the children's area. Families are currently using the comer of the park for temporary parking to access the play area. Upon completion of the lake, this area will no longer be available and street parking is not allowed on Central Parkway. The Park Master Plan also identified a small maintenance facility in the Noahwest comer of the park near the creek. The facility would provide space for maintenance equipment and materials that are used on a regular basis at the park. The area is approximately one-quarter acre in size and would house such items as tractors, irrigation equipment, bark, etc. Although not previously included in the Phase 2 project, Staff would recommend inclusion of this area in the scope of work. The addition of the temporary parking lot and the maintenance facility will increase the Phase 2 project costs. As these costs will not be incurred until Fiscal Year 2001-2002, Staff will. modify the project budget as part of the 2001-2002 Update to the Five Year Capital Improvement Program. Since this will be a high profile area of the park for the community Staff is requesting a member of the City Council to be part of the selection committee for the Landscape Architect. It is anticipated that a shortlist of approximately three firms will be invited to interview. It is the recommendation of Staff that the City Council take the following action; 1. To provide services for the new population, the first phase of the 57-acre Emerald Glen Park was completed in the summer of 2000. The first 27-acre phase of the park included: ball fields, basketball courts, tennis courts, a skatepark, restroom and play area. The Project: The proposed project entails the design of Phase II of the park site, which is directly adjacent to the existing play area and a major entry point to the new development in Eastern Dublin. The project is located at the comer of Tassajara Road and Central Parkway. In addition, a corporation yard area is located off of Gleason Drive and Tassajara Creek. The combined area will be approximately 4 acres. The master plan for Emerald Glen Park identified the comer of Tassajara and Gleason as an opportunity for an entry statement. The area was also programmed to include a small lake and gazebo structure. Phase II will also include the landscaping along Central Parkway, additional temporary parking spaces for the play area and the corporation yard. Work to be undertaken as part of this project includes, but is not limited to: ATTACHMENT 2 Review of the Parks and Recreation Master Plan and other related planning documents. Evaluation and understanding of existing Phase I Emerald Glen ParUs features and recreational facilities. Preparation of preliminary design altematives for the site. Preparation of concept design plan for the site. Preparation of Design Development Plan for the site. Parks and Community Services Commission and City Council presentations of design altematives, conceptual design and design development. Preparation of construction documents, including specifications. Preparation of a detailed cost estimate for the proposed project. Selection Process: Five copies of your proposal should be submitted to the office of the Parks and Community Services Department by 4:30 p.m., April 24, 2001. Proposals may be hand delivered or mailed to 100 Civic Plaza, Dublin, Califomia, 94568. The following information should be provided as part of your proposal: * A brief narrative describing the ~rm's approach to' accomplishing the project. (Limit to three pages). * A summary of the ~rm's background and capabilities, including information on the firm's history and areas of specialization, or particular expertise. (Limit to two pages). , Identification and background of the individual(s) who will do the actual design work and who will work with the City on a regular basis. * An organization chart should be included as well as resumes for each individual. , Identification and background of any other consultants who are proposed to assist in the development of this project. * A statement of qualifications including a list of relevant projects that the firrn has completed which are similar to the project described above. Submittals should include reference names and phone numbers. (Minimum of five references). , Proposed project schedule. , Consultant fee schedule. , Statement of professional liability coverage. Following a review of the proposals, the City will conduct interviews with qualified firms. The City will notify selected consultants two weeks after the proposal submittal date to set up interviews.
