RECOMMENDATION:
Authorize Mayor to sign letter to SWRCB in support of Joint Dublin San Ramon
Services District / East Bay Municipal Utility District Water Recycle Grant

STATEMENT: None
DESCRIPTION:
The two Districts are seeking federal authorization under the Water Resources Development Act of 1998 for
funding assistance to plan and build a regional water recycling project in the San Ramon and Tri Valley area. The
grant would help finance major pipelines for recycled water to service major golf course, parks and greenbelts
from Dublin to San Ramon and Danville. A major pipeline would be built from the DSRSD wastewater treatment
plan along the Iron Horse Trail to San Ramon and Danville. Potential recycled water customers could include
Dublin High, Wells and Fredrickson Schools.
RECOMMENDATION:
Staff recommends that the City Council authorize the Mayor to sign the attached letter on behalf of the City.

Dear Ms. Houck:
This letter is to recommend your approval of the grant application by Dublin .San Ramon
Services District and the East Bay Municipal Utility District to the State Water Resources
Control Board for their joint water-recycling project. This project, known as the San Ramon
Valley Recycled Water Project (Project), will provide significant benefits to the residents and
businesses of Dublin in Alameda County, and San Ramon and Danville in Contra Costa County.
The City of Dublin is committed to provide a healthy economic climate for our businesses and a
high quality of life for our residents. By providing drought proof water for our parks, schools
and business campuses, the Project serves those goals. In fact, you will find that Proposition 13
funding, sought in the application, would be used to extend recycled water mains along the
Southern Pacific right of way to make this less expensive and very reliable water available to
three schools and one park in Dublin that otherwise could not afford to connect to the Project.
From a regional perspective, reuse of our highly-treated wastewater in this Valley increases
protection of San Francisco Bay and conserves 500 kilowatt hours of electric energy for each
acre foot recycled.
For these reasons, the City of Dublin requests your approval of the grant application for the San
