AGENDA STATEMENT

SUBJECT: Housing Element Update Process
FINANCIAL STATEMENT: None at this time.
DESCRIPTION:
The purpose of this report is to inform the City Council of the requirements of the Housing Element
update process and the steps and timeline for accomplishing the update of the element.
State Law requires that cities in the Association of Bay Area Governments (ABAG) must update
their Housing Elements and forward them to the State Department of Housing and Community
Development (HCD)by December 31, 2001. Section 65588 of the Government Code requires each
local government to review its housing element and evaluate all of the following:

Appropriateness of housing goals, objectives, and policies in contributing to the
attainment of the state housing goal.
The effectiveness of the housing element in attainment of the community' s housing goals
and objectives.
The progress of the city in implementation of the housing element.
Housing needs of lower income households
Special needs such as the disabled, seniors, large households, families with a female head
and the homeless.
The number of overcrowded households.
The number of units needing rehabilitation.
The number of housing units needing replacement.
Assisted housing units at risk.
Five-year construction goals by income category.
Employment and population trends.
An inventory of sites suitable for residential development.
Government constraints on the provision of housing such as land use controls, codes,
improvements, fees, processing and permit procedures.

Nongovernmental constraints such as the availability of financing, price of land and cost
of construction.
Quantified housing objectives by income category.
Efforts to achieve public participation.
Opportunities for energy conservation.
Consistency with other General Plan elements.
Proposed housing programs.
Staff has prepared a work program for the update of the Housing Element, which includes the
following steps and preliminary target dates:
Meet with disability advocates, homeless advocates,
Senior advocates and public housing advocates
Conduct interyiews with housing element consultants
Conduct public meetings and solicit input from all
segments of Dublin's population May 23/30, 2001
4. Consultant contract to City Council June 5, 2001
5. Draft Housing Element prepared August 1, 2001
6. Draft Housing Element circulated to interested citizens
and housing advocates
Draft Housing Element to the City Council
Revise Draft Housing Element based on input from the
City Council, interested citizens and advocates
Send Draft Housing Element to HCD (1~t check)
Receive HCD comments of Draft Housing Element
Revise Draft Housing Element based on HCD comments
Recirculate Final Housing Element to interested citizens
and advocates
Final Housing Element to the City Council
Revise Final Housing Element based on input from
City Council, interested citizens and advocates
Submit Revised Final Housing Element to the City Council
Send approved Final Housing Element to HCD for
120-day review period (2~d check)
Receive HCD final comments
Revise Final Housing element based on HCD comments
Final Housing Element adopted by City Council

Recommendation:
Receive report on Housing Element update process
