Thompson, Public Works Director ATTACHMENTS: Photograph of Banner Design RECOMMENDATION: ApproVe BAAQMD banner design and proposed installation of banners from mid-July through September, or provide other direction. FINANCIAL STATEMENT: The Bay Area Air Quality Management District would fund the cost of the banners if the standard design is used. The additional cost to install and remove 20 banners at a different time from a normal seasonal rotation would be approximately $920. Sufficient funds have been budgeted in the Street Landscape Operating Budget to cover this cost. DESCRIPTION: 'One of the City Council's adopted goals for 2001 is installation of Spare the Air banners during the summer months when air quality issues arise. The Bay Area Air Quality Management District (BAAQMD) has a standard-design banner that can be obtained at no cost to the City. The standard banner is the blue, white, and yellow design shown on the attachment and would include the City of Dublin' s name. The only condition that the BAAQMD would require of the City is that the banners also be used in future years. The banners would be delivered approximately two weeks after BAAQMD receives the approval from the City. The flag banners currently mounted on the light poles typically remain in place until after Labor Day, at which time they are replaced with the fall banners. The current installation also includes 20 Summer Concert banners which would need to remain in place at least until after the last concert on August 10th. Placement of 20 Spare the Air banners would essentially leave one flag banner on each pole, paired with either a Summer Concert or Spare the Air banner. Since September is also a targeted month for air quality, it is recommended that the Spare the Air banners remain in place after the fall banners have been installed; the installation contractor would return at the COPIES TO: ITEM NO. g:\agenmisc\spare the air end of September and replace the Spare the Air banners with the remaining fall banners. The cost of the extra installation and removal is indicated in the Financial Statement of this report. Staff recommends that the City Council approye the BAAQMD design and proposed schedule for installation, or provide other direction. -2- Page 1 of I
