DESCRIPTION: MCE has provided maintenance services to the City of Dublin since
1984. Those services which are provided by MCE are as follows:

The agreement with MCE Corporation for maintenance services is a one year agreement with two optional
one-year extensions. A new agreement was approved effective July 1, 1999 and has been extended once.
It is now proposed to extend the agreement for an additional one year period, to June 30, 2002, and amend

the rate schedule as indicated below. As with previous years, MCE has submitted a budget proposal for
FY 2001-2002. This proposal has been reviewed by Staff in conjunction with the budget process, and the
proposed rate changes have been factored into the preliminary operating budget..
Proposed ChanRes for 2001-2002
MCE is proposing an average 5% cost of living increase in labor rates for the permanent Dublin crew, as
well as a 6.7% increase in vehicle rates. The rate of increase for some types of power equipment such as
trimmers and saws ranges from 2.9% to 6.2%, while the rates other types of equipment are not proposed
to increase. Vehicle and equipment rate increases are attributable to fuel cost and other overhead. The
proposed labor increase is less than the Consumer Price Index rate of increase. The labor rates for other
MCE crews are proposed to increase an average of 3.9% and the equipment rates varying amounts from
zero to 66.7% as indicated on the attachment. The other MCE crews are used ir~equently in Dublin on an
as-needed basis. Most rates for work performed by subcontractors are proposed to change by 7% or less.
The rate for some subcontract tree trimming is proposed to increase by 11%, as the previous subcontractor
resigned and the contract had to be rebid. This is the first change in subcontract tree trimming rates since
1999.
Total expenditures under MCE's contract for FY 2000-2001 are anticipated to be over budget by $42,444
including the "extra work" category (Capital Project work,and other unplanned or unbudgeted activities),
and under budget by $4,227 not including "extra work." The activity under "extra work" in Fiscal Year
2000-2001 consisted largely of furniture moving and other work associated with the Civic Center
expansion project, as well as administrative or associated work for other building- or park-related Capital
Improvement Projects
The overall budget for 2001-2002 is projected to be a total of $1,762,956 for the current service level,
which represents an increase of $278,220 (18.74%) over the 2000-2001 budget, or an increase of
$235,776 (15.44%) over projected 2000-2001 expenditures (including "extra work"). The primary
reasons for the increase are: MCE's proposed rate increase, the addition of Martin Canyon Creek and
Tassajara Creek trails for an entire year, maintenance of Emerald Glen Park and Ted Fairfield Park for an
entire year, and other anticipated additional street maintenance and street landscape maintenance in new
development areas. A higher service level is proposed in Building Management and Park Maintenance
which would provide full-time maintenance foremen in both activities rather than the shared foreman in the
current service level. Providing the ~-time foreman in each area would increase productivity and quality
control, as well as shorten the response time for service requests. A proposed Higher Service Level in
Park Maintenance also provides for an increased level of mowing and edging to improve park appearance.
The total proposed budget for MCE activities including the Higher Service Levels is $1,927,852. This
represents an increase of $400,672 or 26% above the total estimated expenditure for 2000-2001.
Recommendation
MCE Corporation has shown a consistent standard of excellence in performance and safety, as well as
concern for the fiscal interests of the City. Staff recommends that the City Council adopt the resolution
(Attachment 1 ) approving the amendment to the agreement.
RESOLUTION' NO. - 00
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING AMENDMENT TO AGREEMENT WITH MCE CORPORATION
FOR PUBLIC WORKS MAINTENANCE SERVICES
WHEREAS, on June 24, 1999, the City Council approved an agreemere with MCE Corporation
for Public Works Maintenance Services; and
WHEREAS, said agreement provided a detailed scope of work and labor rates for Fiscal Year
1999-2000, and said rate schedule was amended for Fiscal Year 2000-2001; and
WHEREAS, MCE Corporation is requesting a cost of living increase in labor, vehicle, and
subcontract rates for Fiscal Year 2001-2002;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
approve the amendment to the agreement with MCE Corporation attached hereto as "Exhibit A," with an
effective date of July 1, 2001.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the amendmere.

AMENDMENT TO AGREEMENT BETWEEN
CITY OF DUBLIN AND MCE CORPORATION
FOR PUBLIC WORKS MAINTENANCE SERVICES
WHEREAS, on Jtme 24, 1999, the City of Dublin (hereinat~er referred to as "CITY" and MCE
Corporation (hereinafier referred to as "CONTRACTOR") entered into an agreement to provide Public
Works Maintenance Services to CITY (hereinafter referred to as "AGREEMENT); and
WHEREAS, said AGREEMENT was amended effective July 1, 2000, to provide a schedule of
rates for Fiscal Year 2000-2001; and
WHEREAS, MCE has requested an adjustment of rates for Fiscal Year 2001-2002;
NOW, THEREFORE, the parties hereto agree as follows:
Section 1. Exhibit B, "Paymere Schedule," of the Agreement shah be replaced with the
rates indicated on Attachment 1 of this Amendment, "Schedule of Work - Payment Schedule, Fiscal Year
' 2001- 02."
Section 2. Said Amendment shall be effective as of July 1, 2001.
