Request from Women's Club of Dublin for waiver of use fees for
the Dublin Civic Center

FINANCIAL STATEMENT: Estimated Lost Fee Revenue: $110
DESCRIPTION: Correspondence has been received from Valefie Barnes,
Corresponding Secretary for the Women's Club of Dublin, requesting that the fees for use of the Dublin
Civic Center be waived for a Community Leadership Education Workshop. The event is scheduled for
Saturday, October 27, 2001.
As explained in the letter (Attachment 1) approximately 50 tenth grade students form Dublin High School,
California High School and Valley Christian High School will be provided with the opportunity to
develop leadership skills and to learn about the democratic process. This will be accomplished through a
combination of techniques:
· Panel presentations
· Question and answer sessions
· Discussions
· Interaction with peers
· Leadership simulation aciivities
Under the current Facility Use Policy for the Dublin Civic Center, the Women's Club of Dublin would be
classified as a Resident Community Group. The fees for use under this classification are as follows:
Use during regular business hours
Use outside of regular business hours
no fee
$20 per hour
In addition to the fees shown above, a $200 Security Deposit (reftmdable) is required and groups must
provide evidence of liability insurance covering bodily injury and property damage at a minimum limit of
$500,000 per occurrence. (Both are currently on file with the City as the Women's Club uses the Shannon
Community Center for monthly meetings.) If the City were to charge. the Women's Club of Dublin for
use as requested, the revenue generated would total approximately $110 (5 1/2 hours at $20 per hour).
In the past, the City Council has granted full or partial fee waivers to the Valley Volunteer Center, the
Dublin Sister City Association, the Dublin Fine Arts Foundation, the American Cancer Society, the
Women's Club of Dublin, the Dublin Lion's Club and the Boy Scouts of America.
Staff recommends that the City Council consider the request for waiver of the Facility Use Fees for use of
the Dublin Civic Center by the Women's Club of Dublin.

Dear Diane,
The Women' s Club of Dublin is proud to offer the youth of our community a leadership
seminar called CLEW (Community Leadership Education Workshop .) Our date would
be Saturday, October 27, 2001. The location is to be the Dublin City Hall.
For many years the Women' s Club of Dublin has sponsored a high school 10th grader
to attend, at no cost to the student or school, the HOBY three day seminar. The HOBY
program's mission is to seek out, develop and recognize leadership potential,
commencing with high school sophomores. This program has been in operation since
1958 with the seminars being held in the Los Angeles area. In 1968 the scope of the
HOBY program grew to include national and international participants and moved to
many locations. Annually, more than 14,000 tenth graders, representing as many high
schools attend these three day seminars. In 1991, HOBY added one-day leadership
seminars called CLEW. These workshops have become popular because schools may
nominate multiple numbers of students.
The day for our students (approximately 50) will provide the opportunity to develop
leadership skills and to learn more about the democratic process. This will be

Through this process, young leaders are taught competencies of leadership so that they
are better prepared to assume leadership positions in their schools, communities and
homes.
The day would start with registration and light snacks at 8:30 to 9:00 A.M.. We will
serve the students lunch and the day should end at 3 P.M.. We would like to use the
regional meeting room for gathering, eating and discussion groups. The Council
Chambers would be used for panel presentations by community leaders and by a
keynote speaker.
The' students will come from Dublin High School, California High School, and the
Valley Christian High School. It would be limited to 50 students selected by the
School administrators.
The Women' s Club of Dublin has a deposit on file with the City of Dublin and provides
the city with the necessary insurance documents. We trust the City Council will allow
a waver of hourly rental fees in order to allow us to present this program for our future
leaders.
Thank you for your time in this important program of strengthening the community
through leadership and civic awareness among youth.
