FINANCIAL STATEMENT:

DESCRIPTION: The Archstone !ronhorse Trail development will be located at the
comer of Dougherty Road and Houston Place. The apartment complex will consist of three-story
construction, with the dwellings arranged in nine separate buildings located throughout the site. Dwelling
units will be a mixture of one, two, and three bedrooms with a variety of floor plans. Each building will
have a mix of unit types and sizes, ranging in size between 722 square feet to 1,310 square feet.
As a condition of construction, the City Council required the developer to include a public art element in
the project. Working with Staff and Art Consultant Lynne Baer, the developer reviewed works of several
artists before selecting Emeryville artist, Vicki Jo Sowell, to create the artwork for the project. Ms.
Sowell has created site-specific commissions for the communities of Emeryville and Los Altos, and for
the California Arts Council, Sacramento. Staff, Ms. Baer, Ms. Sowell and the developer met on several
occasions to formulate the design for the artwork.
Ms. Sowell has proposed a multipart solution for the Archstone Ironhorse Trail development public art
project. Images inspired by the Ironhorse Trail and contemporary Dublin will appear as a frieze on the
comer retaining wall and on the tree guards along Dougherty Road. (Attachment 1) Fabricated from cut
and painted steel, the frieze will be approximately 9 feet high and 15 feet long and attached to the
retaining wall. (Attachment 2) Three different designs, created from cut and painted steel, will be
alternated on eleven tree guards along Dougherty Road. (Attachments 3, 4, & 5) The images of wheels,
mountains, and horses on the frieze form a dynamic and colorful whole that can be enjoyed by passing
motorists as well as pedestrians. The tree guards will have the same feel and the designs will consist of
wheel elements with the addition of a train, truck, and bus at the bottom of the tree guard. The steel will
be coated with tones of blue and green that will complement the texture and colors of the apartment
complex.
The Heritage and Cultural Arts Commission reviewed the proposed artwork on June 14, 2001, and
recommends that the City Council approve the project.
