DESCRIPTION:
At a previous Council meeting, Vice Mayor Lockhart requested that Staff prepare a report describing
available recycling grants° The following list represents grants that are available through the Alameda
County Waste Management Authority (ACWMA) and the State of California. This list includes all
pertinent grants currently available to the City, the school district and local businesses.
Staff originally anticipated that this report would be incorporated in the 2000 diversion study report. The
diversion study being conducted by Eugene Tseng and Associates is not yet complete. The complexity of
Dublin's waste stream, particularly the large amount of construction and demolition activity occurring in
the city, as well as changes in the State's reporting requirements have delayed the process. Fortunately,
the State has extended the reporting deadline to October 1, 2001. It is anticipated that the report will be
ready for the September 18, 2001 Council Meeting°

and Source Reduction and Recycling Board Grants
Green Building Grants - The Green Building Grants Program is intended to assist member
agencies (Alameda County cities and sanitary districts) in incorporating sustainable or "green"
building measures and materials into public buildings. The ACWMA has allocated a total of
$300,000 this fiscal year (2001-2002) for Green Building Grants. Staff is currently working with
the ACWMA to help add green building elements to the Emerald Glen and Fallon Fire Stations.
Grant funding will be requested to help fund any additional expense associated with the green
building modifications.

Mitigation Grants - These funds are available to member agencies to provide support for non-
residential recycling programs. In Fiscal Year 2000-2001 the City received $35,045 in Mitigation
Funds to help subsidize the City's Commercial Recycling Program.
Recycled Product Grants - Recycled product funds are available to member agencies for "buy
recycled" activities. In Fiscal Year 2000-2001, the City received $12,671 in Recycled Product
Grant Funds. This money is being used to buy recycled content roofing material for the Swim
Center and for the recycled content site furnishings associated with the Dublin Sports Grounds
renovation project.
Mini Grants - The Mini-Grant program is designed to provide small amounts of money, within a
brief period of time, for a specific and limited purpose. The Mini-Grant program is open to all
applicants - private firms, non-profit organizations, schools, public agencies and individuals. The
proposed project must be in the area of source reduction, reuse, recycling and market development.
The Mini-Grants fund innovative projects that will increase individual and community
involvement in source reduction effortS, decrease the amount of waste generated and sent to
County landfills, and encourage the development, marketing and use of recycled products.
Maximum grant amount is $5,000°
Environmental Grants to Non-Profits - This grant is strictly limited to non-profit organizations.
Funding is provided for innovative projects that will increase involvement in recycling and
decrease the amount of waste sent to landfills.
6. School Grants - The Alameda County Source Reduction and Recycling Board offers recycling
grants to schools. The following areas have been identified as school grant funding priorities:
a. Food waste reduction - Waste generated from school cafeterias. Possible projects include
renovating cafeteria kitchens with dishwashers and reusable plates and utensils, serving
meals family or buffet style, composting food scraps, or other projects addressing food
waste.
b. yard waste reduction - Decrease the amount of landscape debris generated by school
sites. Composting, xeriscaping grasscycling or other projects that reduce the amount of '
organic landscaping debris sent to the landfill.
Co District -wide recycling programs - Developing and/or organizing recycling programs at
the district level. The program would include a coordinator and school site trainings.
School Garden Projects Mini-Grants - A special mini-grant is available for garden and
composting projects in schools. The program makes available $1,500 for garden projects that
incorporate resource conservation, recycling, composting, verma-composting or education as
elements of a garden project. Applicants will receive training, a compost bin and/or verma-
compost box, a video and other training materials.
State of California Recycling Grants
Used Oil Recycling Block Grants - The California Integrated Waste Management Board
(CIWMB) provides annual Block Grants to local governments for establishing local collection
programs that encourage recycling of used oil. In Fiscal Year 2000-2001 the City received $9,975
for the used oil block grant and recently submitted an application for the Fiscal Year 2001-2002
block grant of $10,270. This money is used for an educational and media program administered by.
the ACWMA to promote used oil recycling in the County. There are currently 5 certified used oil
recycling drop off centers in the City of Dublin located at both Kragen Auto Parts stores, Oil
Changer, Quality Tune-Up and Ry Nck Tire & Auto Centers. Approximately 15,000 gallons of
used oil was collected from these certified centers in 2000.
Beverage Container Recycling Grants - Funding is made available to all cities and counties in
the State to promote beverage container recycling activities. The primary emphasis is on collection
and recycling of beverage containers at large venues, public areas, residential communities or
schools. The City recently received funding in the amount $9,353 to purchase beverage container
recycling receptacles for Emerald Glen Park and the Dublin Sports Grounds.
