Provide Staff with a recommended list of items. 2. Direct Staff to include a "Time Capsule" booth at the St Patrick's Day Celebration to solicit community input. 3. Determine the length of time the capsule is to be sealed. 4. Authorize Staff to proceed with installing the vault in the proposed location in front of the Library. FINANCIAL STATEMENT: The estimated cost is $3,300 to $5,000; sufficient funds are available in the Library Capital Improvement Project Budget. DESCRIPTION: At the meeting of May 1, 2001 the ,City Council directed Staff to include a Time Capsule in the Library construction project and directed Staff to negotiate the inclusion of a vault with the Library contractor. The Council also directed Staff to further research what types of items could be included in the Time Capsule. Research from the International Time Capsule Society recommend the following guidelines; 5. 6. 7. Paper items such as newspapers or magazines need to be photocopied onto archival quality paper. Black and white photos are preferred but any photo should be placed in separate envelopes or sleeves. Items should be wrapped in acid free tissue and labeled in pencil. If items are included that require technology, include the technology with the item. For example, if a compact disk was included, include a compact disk player as well. Avoid plastics. Document the contents of the capsule and label the outside clearly with a permanent material. Keep a duplicate list of the contents of the capsule with the City Clerk or historical society. Select a leak proof, rust proof container constructed of either sheet metal such as stainless steel or a large diameter polyethylene pipe. The City Council Sub-Committee for the 20 Year Anniversary suggested a "Time Capsule" booth at the St. Patrick's Day Celebration where the community could vote on or suggest various items to be included. Based on the above guidelines it may be advisable to provide a list of items to vote on rather than an open request. Staff has reviewed the location and construction of a vault with the Library contractor. The location in the paving area in the main plaza is suitable. The vault would be a prefabricated concrete vault that can be sealed and the final section of concrete poured on top of it. This will insure a weather tight area for the capsule. The cost for installation will be approximately $2,800 - $3,500 depending on the size of the vault. The Time Capsule itself should be constructed of either sheet metal such as stainless steel or a large diameter Polyethylene pipe. Both should be weld or heat-sealed and the top should be a threaded screw cap. There are companies that will fabricate these items here in the State. The cost will be determined by the amount and size of items to be included. ' The range of costs for the capsule itself will be between $500 for a 12"x12"x24" prefabricated capsule to $1,500 for a custom 3'x3'x4' metal box. RECOMMENDATION It is the recommendation of Staffthat the City Council take the following action: o Provide Staff with a recommended list of items. Direct Staff to include a "Time Capsule" booth at the St Patrick's Celebration to solicit community input. Determine the length of time the capsule is to be sealed. Authorize Staff to proceed with installing the vault in the proposed location in front of the Library. 2
