Update on Energy Consultant Selection Process

FINANCIAL STATEMENT:
Costs have yet to be determined. This project was not included, and
therefore not funded, in the FY 2001/02 annual budget.
DESCRIPTION: At its meeting of August 21, 2001, the City coUncil discussed the
possible role of the City of Dublin in meeting the present and future energy needs for the community.
During the meeting, the City Council supported the goals of an energy policy that would: (1) Identify and
meet the City's present and future energy needs; and (2) Secure a consistent and affordable source of
power. With those goals in mind, Staff was directed to prepare a Request for Proposal (RFP) to secure the
services of an independent energy consultant that would help the City identify issues involving electric
production. The draft RFP was circulated on October 3, 2001 and the City received eight (8) proposals.
On November 15, 2001, the City Council subcommittee on Energy (Mayor Lockhart and Council Member
Oravetz) met with Staff to review the eight (8) consultants proposals to prepare the Municipal Electric
Utility Feasibility Study for the City of Dublin. The RFP submittals ranged in cost from $30,000 to
$105,028. During the review of the RFP submittals, the subcommittee suggested that the project take on a
phased approach that would allow the City Council to make a decision to proceed or not proceed at any
certain point in the study. Two proposals (Environmental Service Associates/ESA and R.W. Beck) both
proposed a similar phased approach, and those two proposals were among the most cost effective
(approximately $30-$31,000 each). The subcommittee decided the first phase should provide background
information on the industry and a profile of the city's electrical needs, and the second phase would define
the different energy options available to the City. Upon receipt of the first and second phases of the
report, the City Council would be able to make a proactive decision on whether to proceed with the study
or any specific energy option..

Due to the general nature of the information being provided through the first two phases of the proposed
reports, the subcommittee also recommended that the opportunity be extended to the other Th-Valley
cities (Livermore, Pleasanton, and San Ramon) to participate in this report. To that end, staff met with
representatives of the three cities on November 28, 2001 who expressed interest in participating, and will
respond no later than December 7, 2001. Staff would expect that those cities that wish to participate will
ask to be included in the consultant interview process and to clarify the consultant's final scope of work.
Staff anticipates that interviews with the two finalists (ESA and R.W. Beck) could be during the week of
December 17, 2001 and a contract could be considered by the City Council on January 15, 2002.
RECOMMENDATION: It is staff's recommendation that the City Council concur with the direction
proposed by the City Council subcommittee and authorize staffto proceed.
