FINANCIAL STATEMENT: None Receive presentation from Art Consultant, Lynne Baer Approve artwork or provide alternate direction DESCRIPTION: The Shops at Waterford is a commercial development consisting of a variety of shops and restaurants connected to a multi-story apartment complex located between Park Drive and Tassajara Road at Dublin Boulevard. Although not required by the City Council, Shea Properties opted to include a public art piece in the project. The Conditions of Approval for the Waterford project indicate that, "Any public art placed in the project shall conform with the requirements of the City of Dublin Public Art Policy and shall be approved prior to completion of the shopping center". In order to conform to the Public Art Policy, artwork must be appropriate to the site and in the judgment of art experts, be of exceptional quality and enduring value. Working with Staff and Art Consultant Lynne Baer, the developer reviewed works of several artists befor~ selecting Sacramento artist, Y oshio Taylor, to c~eate the artwork for the project. Y oshio Taylor earned '; B.A. in Art and a M.A. in Ceramics from California State University, Sacramento and as well as a M.F .A. in Sculpture from the University of California, Berkeley. Mr. Taylor has been awarded many public art commissions. His works can be seen at the Sacramento City Service Complex, Sacramento Regional Transit - Mather Field Station and the University of California, Davis Medical Center to name to few. Mr. Taylor, Ms. Baer, Staff and the developer met on several occasions to formulate the design for the artwork. For the Shops at Waterford, Mr. Taylor proposed a four-sided pyramid shaped sculpture that extends vertically to form a slender, tower-like structure. The tower sculpture form consists of hand- carved terra cotta tiles, blue porcelain tiles, bronze and concrete. The first section of the tower will taper eight feet and will have a surface of terra cotta relief tiles; blue porcelain tiles top the terra cotta relief. Eight inch bronze spheres separate the first and second sections of the tower. The second section of the tower will be surface treated with one inch colored porcelain tiles. The third section will continue to taper, rising another four feet and will be of bronze. The total height of the tower, including the base, is eighteen feet from ground level. Attachment 2 is a copy of the artist's rendering of the artwork. A maquette of the artwork will be presented at the meeting. In keeping with the established artwork approval process, the Heritage and Cultural Arts Commission reviewed the proposed artwork on November 15, 2001.
