Adopt Resolution accepting improvements and approving regUlatory
traffic control devices installed for Tract 7147, Koll Dublin
Corporate Center Development
FINANCIAL STATEMENT:
A Maintenance Bond accepting the work as complete and approving
regulatory devices installed as tract improvements guaranteeing
against'defects as required per contract documents has been
provided to the City. The City will assume the maintenance
responsibility for certain public improvements along Tassaj ara Road.
Street light maintenance costs shall be paid by the Citywide Street
Light Maintenance Assessment District.
DESCRIPTION: Koll Dublin Corporate Center is located at the southwest quadrant of
Tassajara Road and Dublin Boulevard, and is approved for 600,000 square feet of Commercial/Campus
office uses on 37 gross acres. In August 1999, Council approved Final Map 7147 that divides the project
into seven commercial parcels, plus one parcel dedicated to the City as a 200-space Park-N-Ride facility.
Parcels 4, 5 and 6 are fully developed and Parcels 1, 2, 3 and 7 are presently undeveloped.
The developer, Koll Development Company, has completed the first phase of the project consisting of
three 4-story office buildings, each totaling approximately 139,285 square feet, and surrounding parking
lot and site improvements. The Developer has not yet constructed the second phase, to consist ora
proposed hotel, two retail buildings and a 6-story office building, with accompanying parking lots and site
improvements along Dublin Boulevard. Due to current market conditions, the developer does not intend
to construct buildings or site improvements on the second phase until prospective tenants have been
established.

The Developer has complied with all of the conditions of approval and development agreement for the
first phase of the development and has completed all offsite improvements associated with the agreements
previously approved by the City Council. The Developer has also completed to the satisfaction of the
Director of Public Works all project frontage improvements, consiSting of a northbound left-tm lane and
traffic signal at Tassajara Road and the east property entrance, and sidewalk, curb, gutter, drainage and
landscaping improvements along the project frontages of Dublin Boulevard and Tassajara Road. Only
onsite improvements associated with the next phase of development remain to be completed.
All required fees, bonds, dedications and insurance certificates were submitted, approved, and complied
with as required by the conditions of approval for the project and Tract Developer Agreement for the
development's first phase. The Developer is now requesting that the City Council accept these public
improvements.
Staff recommends that the City Council adopt the resolution accepting improvements and approving
regulatory traffic control devices installed for Tract 7147, Koll Dublin Corporate Center Development.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING IMPROVEMENTS, TRACT 7147
(KOLL DUBLIN CORPORATE CENTER)
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
INSTALLED AS TRACT 7147 IMPROVEMENTS
WHEREAS, the owner-subdivider of the aforesaid Tract previously entered into a contract with
the City of Dublin to improve Tassajara Road of said Tract in accordance with plans and specifications on
file with the City Engineer, said Tract identified as follows:

WHEREAS, said improvements have been completed in accordance with said plans and
specifications, and any approved modifications thereof, to the satisfaction of said City Engineer of the
City of Dublin; and
WHEREAS, the developer has installed certain traffic regulatory devices as a part of the Tract
improvements; and
WHEREAS, as a condition of said contract, subdivider is required to guarantee the improvements
and to maintain the completed work for a period of one year following acceptance of the work by the said
City of Dublin; and
WHEREAS, as improvements are now completed, the original performance bond security
requirement can be reduced, in accordance with the authority contained in Section 66499.7 of the
Government Code of the State of California, to an amount found necessary to guarantee maintenance
of the completed work for the aforesaid one-year period;
NOW, THEREFORE, BE IT RESOLVED that:
The improvements completed on Tassajara Road of the said Tract be, and they are hereby
approved and accepted subject to the aforesaid one-year guarantee.
The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, which regulatory devices are as follows:
A. Traffic signal at Tassajara Road/Koll entrance (Traffic Code Chapter 6.20).
B. No Parking signs along the south side of Dublin Boulevard extending from John
Monego Court easterly to Tassajara Road (Traffic Code 6.28.010)

The aforesaid original performance bond security requirement be reduced from the amount
of $475,615 for offsite improvements to revised security requirements as maintenance
guaranty in the amount of $118,904 for offsite improvements. The replacement
maintenance bond security has been submitted to the City for the aforesaid one-year
period.
The said original performance bonds in the amount of $475,615 posted in connection with
the work involved in the construction of Tassajara Road improvements be hereby released
upon acceptance of said maintenance bond.
