Total to Date: $276,929 This proposed contract Amendment #2 would provide for the following: Plans & Specifications for Interchange Improvements- Dublin side of freeway only: $173,557 5% contingency $ 8,678 Total Contract with HQE (including contingency): $459,164 The current fiscal year budget for the preparation of plans and specifications is $120,000 and additional funds are needed. Staff is recommending a budget change of $62,235 to fully fund this Amendment #2, including a 5% contingency. Also, the $8,000 contingency for the Project Report was inadvertently excluded from the current fiscal year budget and Staff is recommending a budget COPIES TO: Heidi Ouren, HQE ITEM NO. ~ g:\en grhhqe~agst2amndDec 18-2001 .doc change of $8,000 to fully fund the completion of the Project Report. These additional costs totaling $70,235 will be paid with the City's 20% holdback portion of the Th-Valley Transportation Development Fee. Pleasanton has agreed to reimburse Dublin for half the cost of preparing the Project Report in the amount of $84,486. Pleasanton previously reimbursed Dublin $53,979 for the preparation of the Project Study Report and their total contribution is $138,465. DESCRIPTION: In November 2000, the City Council approved the first amendment to HQE's contract to prepare the Project Report and Environmental Document (PR/ED) for the 1-580/San Ramon Road-Foothill Road Interchange Improvement Project. The Council had approved the Project Study Report in October 2000. The purpose of the project is to reconfigure the interchange to eliminate two weaving areas: 1) the westbound 1-580 diagonal off-ramp/northbound San Ramon Road weave between the off-ramp and Dublin Boulevard, and 2) the eastbound 1-580 diagonal off-ramp/southbound Foothill Road weave between the off-ramp and Dublin Canyon Road. Staffs from Dublin and Pleasanton both participated in the preparation of the PR/ED. However, because Pleasanton had previously chosen not to share the cost of preparing the PR/ED, Dublin Staff decided to include in the PR/ED the possibility of staging the project, with the first phase to consist of improvements desired by the City of Dublin, 'This first phase is referred to as the Minimum Project Alternative and consists of the following major features: · Realignment of the westbound 1-580 off-ramp terminus to a tee intersection at San Ramon Road and installation of a new signal; · Removal of the westbound 1-580 to southbound San Ramon Road loop off-ramp; · Landscaping of the San Ramon Road median between the new tee intersection and Dublin Boulevard; and · Overlay of San Ramon Road between the new tee intersection and Dublin Boulevard. Pleasanton has since determined to not participate in funding of the design and construction of the proposed improvements on the south side of 1-580 at this time, but has agreed to reimburse Dublin for half the cost of preparing the PR/ED. In order to meet the City's schedule for construction, the consultant must now prepare the PS&E for the Minimum Project Alternative. HQE has submitted a scope of work to prepare the PS&E in 8 months, and the not-to-exceed amount to perform this work is $173,557. Conceming the Project Report (PR), Caltrans had required the City to prepare a Historic Property Survey- Report for the project that was not part of the consultant scope of work. This task will cost an additional $8,000 to complete. Staff is recommending that the City Council approve the additional funds needed for Amendment #2 and the $8,000 contingency projected to be spent for the Project Report, as shown in the attached budget change. Staff further recommends that the City Council adopt the resolution approving the amendment to the HQE agreement to include the preparation of the PS&E for the Minimum Project Alternative at an additional compensation not to exceed $173,557. -2- RESOLUTION NO. - O1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING AMENDMENT TO AGREEMENT WITH HQE, INCORPORATED, FOR ENGINEERING SERVICES WHEREAS, the City Council of the City of Dublin approved an agreement for engineering services with HQE, Inc., for the preparation of a Project Study Report (PSR) for the 1-580/San Ramon Road-Foothill Road Interchange Improvement on February 1, 2000; and WHEREAS, the PSR had been completed and the City Council of the City of Dublin approved Amendment Number 1 to HQE contract for the preparation of the Project Report/Environmental Documentation (PR/ED) on November 21, 2001; and WHEREAS, the PR/ED analyzed the merits of the full project as diScussed in the PSR and the Minimum Project Alternative consisting of the improvements on the Dublin side of the interchange only; and WHEREAS, the City of Pleasanton has decided not to fund the proposed improvements on the Pleasanton side of the interchange at this time; and WHEREAS, the City of Dublin desires to advance the proposed Minimum Project Alternative, and to do so, it is necessary to proceed with the preparation of Plans, Specifications and Estimates (PS&E); and WHEREAS, HQE's Scope of Work is proposed to be expanded to include preparation of the PS&E for the Minimum Project Alternative, and the not-to-exceed amount to perform this task is $173,557; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve Amendment No. 2 to the agreement with HQE, Inc., to include the preparation of the Minimum Project Alternative PS&E, which is attached hereto as "Exhibit A". (hereinafter referred to as "CONSULTANT"), entered into an agreement on February 1, 2000 to prepare a Project Study Report for the 1-580/San Ramon Road-Foothill Road Interchange Improvement; and WHEREAS, the City amended the agreement on November 21, 2000 to extend the scope of work to include the preparation of the Project Report/Environmental Document; and WHEREAS, the Scope of Work to be performed is proposed to be extended to include the preparation of plans, specifications and cost estimates; and the not-to-exceed contract amount is proposed to be increased to. cover the cost of the additional work; NOW, THEREFORE, the parties hereto agree as follows: Scope of Work The Scope of Work shall be modified to include preparation of plans, specifications and cost estimates for the Minimum Project Alternative as described in HQE's Minimum Project Alternative PS&E Scope/Fee Estimate dated October 24, 2001 for the 1-580/San Ramon Road-Foothill Road Interchange Improvement Project (attached). Box 2340 Dublin, CA 94568 Subject: I-$80/San Ramon/Foothill Interchange Improvement Minimum Project Alternative PS&E Scope/Fee Estimate Dear Ferd: Enclosed for' your approval is the Revised' Scope/Fee Estimate for' the PSE phase of the subject project. The total fee for preparation of the City of Dublin portion of the interchange reconstruction is $173,557. This represents 14.5% of the estimated construction cost. In our memo to you dated March 20, 2001 (attached), we estimated that the cost of the PSE preparation would be $120,000 for the improvements only within the City of Dublin. Since that time we have received topographic information for the interchange and refined the geometry. The following table details the required work, that was unanticipated at the time of our estimate in March. Unanticipated Work Scope Additional Cost State Construction/Traffic Handling - The widening of the westbound $9,600 off-ramp and adjacent retaining wall construction will require preparation of a two or three phase staging/traffic handling, plan. Utility Relocations - The topo information revealed that there is a PGE $7~700 line and vaults that will need to be relocated prior to widening the northbound lanes. This will also require additional coordination and potholing. Retaining Wall - Upon receiving topographic information, we discovered that we $6,952 need a small retaining wall adjacent to the westbound off-ramp widening in order to avoid encroaching on Dublin Creek. Zone 7 will require coordination due to construction near the creek. Z ~ Ferd Del Rosario Page 2 of 2 Minimum Project Alternative PS&E Scope/Fee Estimate Unanticipated Work Scope Additional. Cost Landscaping/Irrigation - The estimate received in July 2001 was $8,000 higher $8,000 than what we had anticipated. We have worked with PGA (landscaping subcon- sultant) on many projects, including Hacienda Drive, and feel their estimate is fair. They are well versed in both Caltrans processing requirements and City of Dublin planting standards. Electrical (lighting) - Widening of the westbound off-ramp impacts the existing $6,335 light standardsl We will also need to provide temporary lighting plans during construction staging. Geotechnical ~vestigations - Additional geotechnical work wili be required for $9,700 the retaining wall and an analysis will be included in the Materials/Retaining Wall Report. The ADL testing required by Caltrans will 'also be performed. Standard Special Provisions (SSP's) and Engineer's Estimate - The additional $5,270 staging, utility relocations and retaining wall design (8 drawings total) will require additional specifications and bid item estimates for the PS&E package. Total Cost $53,557' We realize that the City used the original estimate of $120,000 for budgeting purposes. Unfortunately, the ball park percentage of 11% of estimated construction cost does not seem realistic due to the fact that we still have to create the PS&E using Caltrans standards and processes. Our estimated fee of $173,557 represents 14.5% of the current construction cost estimate which seems reasonable for a Caltrans project of this size. City of Dublin 1-580/San Ramon Road/Foothill Road Interchange Modifications Minimum Project Alternative Plans, Specifications and Estimate Scope of }Vork 1. GENERAL SCOPE HQE, Inc. shall prepare Plans, Specifications and Estin~ate (PS&E) for modifications to the north side of the 1-580/San Ramon Road/Foothill Road Interchange. The PS&E will be prepared using Caltrans Standard Specifications and Standard Plans dated July 1999 in order to secure an encroachment permit for construction. Purpose of Project The Minimum Project Alternative (MPA) proposes to modify the 1-580 / San Ramon Road / Foothill Road Interchange in order to eliminate weaving problems and improve traffic operations within the City of Dublin. The existing San Ramon Road/I-580 Interchange is a four-quadrant cloverleaf (Caltrans Type L-10) interchange providing free flow characteristics for all movements. The purpose of the project is to reconfigure the interchange to eliminate the weaving between the westbound 1-580 diagonal off-ramp and Dublin Boulevard. Project Description/Understanding The MPA will modify the interchange by realigning the westbound diagonal off-ramp to a tee intersection with San Ramon Road and removing the existing xvestbound 1-580 to southbound San Ramon Road loop off-ramp. No right of way acquisition or temporary construction easements will be required for the proposed project and no major utility relocations will occur. Major features of the MPA include: Realignment of the westbound 1-580 off ramp terminus to a te~ intersection at San Ramon Road and installation ora new signal; · Removal of westbound 1-580 to southbound San Ramon Road loop off-ramp; and · Widening the westbound diagonal off-ramp to two lanes DETAILED SCOPE OF SERVICES Task 1 - Project Management A. Schedule/Budget Control Prepare initial PS&E schedule and budget and update them as required to continually reflect project status. Schedule will be updated only if impacts become significant. C. Agency Coordination Coordinate with the City of Dublin, Caltrans and Utility Companies as required. D. Subconsultant CoordinatiOn Direct, manage and monitor all subconsultant services for contract compliance and prepare Subconsultant Agreements. E. Project Files Develop and maintain project files in general adherence with Caltrans Unifom~ File System. Task 2 - Meetings A. Kick-Off Meeting It is assumed that the PS&E xvill follow the'-PR/ED Schedule .without intemtption, therefore no Kick-Off Meeting will be required. B. PDT Meetings Monthly Project Development Team meetings will be held to discuss project status/schedule and resolve outstanding issues. HQE will prepare minutes for each meeting and distribute to all team members. C. Technical Coordination Meetings -~ Meetings will be held as necessary to discuss technical issues such as geometry, technical study results, mapping requirements, etc. D. Meetings with City of Dublin Assumes two meetings to discuss project progress and outstanding issues, if any. Includes presentation to the City Council if required. Geometric Base Maps Horizontal and vertical geometry will be set based on coordinate surveys obtained. Typical Cross sections will also be updated to show preliminary pavement structural sections recommended in the Draft Materials Report. B. Cost Estimate The cost estimate prepared during the PR/ED Phase will be updated as appropriate to reflect addition details obtained during 35% PS&E. C. Conceptual Staging Preliminary stage construction concepts will be prepared to identify the sequence of operation and the traveled way to be used for traffic movement during each stage. Traffic detour requirements will also be identified. D. Preliminary Drainage Plans Skeleton drainage plans will be developed to show existing systems and preliminary layout of proposed systems. No pipe sizes or inlet types will be identified at this stage. E. Draft Drainage Report (Hydrology) Hydraulic reviews of locally affected sub-basins xvill be perforated to determine floxvs reaching the project site. Flows for all drainage areas, culverts and channels within the project limits will be calculated and .required improvements will be identified. F. Draft Materials Report Conduct a field exploration program to evaluate subsurface conditions. Two soil borings are assumed with a depth of about 1.5 m. Laboratory tests will be performed to determine moisture content/dry density, gradation, liquid limit/plasticity index, etc. The report will include recommendations for pavement structural sections, temporary and permanent construction slopes, and allowable pipe materials. Visual investigations of the portion of San Ramon Road between the westbound ramps and Dublin Boulevard will be conducted and recommendations for appropriate overlay will be made. This effort will not include boring or bag sampling if detemfined that a more detailed investigation is required. G. Supplemental Surveys Field surveys will be performed to provide cross section information, establish grate elevations, pipe sizes, and inverts for existing drainage structure, identify surface utility features, and locate up to four potholes. Hazardous Materials An Aerially Deposited Lead (ADL) Evaluation will be performed to comply with the requirements detailed in Caltrans' Interim Aerially Deposited Lead Testing Procedures (9-14-95) and the California Department of Toxic Substances Control (DTSC) regulatory Draft Variance dated September 22, 2000. This task will include the following: · Prepare Health and Safety Plan (HASP) for worker safety in lead impacted areas. · Soil Borings (6 assumed) with tlu:ee soil samples collected from each boring. · Perform Laboratory Analysis on 18 samples colle.cted. · Prepare ADL Evaluation Report. Task 4 - 65% PS&E A. 65% Plans All plans shown on the attached drawing list will be prepared and submitted for agency review. B. Engineer's Estimate The Engineer's Estimate will be prepared using Caltrans' stmadard biditem codes and descriptions. C. Standard Special Provisions (SSP's) HQE will identify SSP's required for the items of work appropriate to the project and edit them accordingly. City special provisions will be incorporated as required. D. Final Draft Drainage Report Comments received from the Draft Drainage Report submittal will be incorporated as necessary and the report will be resubmitted with the 65% plans. E. Final Materials Report Comments received from the Draft Materials Report submittal will be incorporated as necessary and the report will be resubmitted with the 65% plans. F. QA/QC All 65% documents will undergo a quality assurance/quality control review to assure consistency and completeness. HOE~ Inc. Obtain Encroaclm~ent Permit HQE will prepare an Encroachrnent Permit application for the City's signature and continue to track it through the Caltrans Permit Engineer until received. Coordination with Caltrans' TOS project that will install ramp metering in the westbound direction will be per.formed. No right of way. or temporary construction easements are required for the project. No sound walls are included in the design of the project. Landscaping is limited to the median areas north and south of the interchange ramps and where the existing diagonal off-ramps are being obliterated. Existing drainage systems will handle additional runoff imposed by the project. No downstream improvements or detention basins are required. Retaining walls, sign foundations/posts, and signal foundations/posts can be designed as Caltrans' standard. No special structural design is required. No approvals by Caltrans' Headquarters will be required. Caltrans' will provide monument control values to be used for the project. No lane closures will be required for field work. No public meetings are required other than presentations to each City Council. Watering schedules and maintenance manuals for irrigation/planting are not included. ("Consultant"), who agree as follows: I. SERVICES. Subject to the terms and conditions set forth in this Agreement, Consultant shall provide, to City the services described in Exhibit A.
