Honda dealership (requires 4/5 vote to adopt).
FINANCIAL STATEMENT:
Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover the cost of curb painting and/or posting signs.
DESCRIPTION: The existing red curb in front of the Dublin Honda dealership is not
included in the City's Traffic Code as a legal "no parking zone". It appears there is no safety issue
involved with the "no parking zone". However, there is a safety issue created by the transport trucks
which park in the two-way left turn lane in the center of Amador Plaza Road to unload cars. It is
therefore proposed to establish a "loading zone" in front of Dublin Honda which can be used by the
transport trucks so that the travel lanes are not obstructed. The other car dealerships in Dublin either have
an on-street loading zone or have sufficient on-site space for unloading the transports.
Staff has contacted Mr. Mark Harvey of Dublin Honda and received verbal concurrence with
establishment of the loading zone.
Under the Dublin Municipal Code, a loading zone is to be established by ordinance. Staff recommends
that this loading zone be established by urgency ordinance under Government Code Section 36937(b) on
the basis that the loading zone is needed to alleviate a safety hazard. A 4/5 vote is required for adoption
of an urgency ordinance on the basis of health and safety issues under this Code section. Staff
recommends that the City Council conduct a public hearing, waive the reading, and adopt the urgency
ordinance establishing the loading zone on the east side of Amador Plaza Road in front of Dublin Honda.

AN URGENCY ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING LOADING ZONE ON AMADOR PLAZA ROAD
The City Council of the City of Dublin does ordain as follows:
Section 1: Pursuant to Section 6.04.290(B) of the Dublin Municipal Code and in the interest of public
safety, a loading zone shall be established at the following location:
Amador Plaza Road, on the east side, from a point 545feet north of north cui~bline of Dublin Boulevard,
north a distance of l 4O feet.
Section 2: The loading zone shall be added to Section 6.36.010 of the City of Dublin Traffic Code.
Section 3: This ordinance shall become effective immediately pursuant to Government Code Section
36937(b) in that it relates to the immediate preservation of the City's health and safety. Establishment of
the loading zone will alleviate the need for delivery vehicles to park in a traffic lane for loading or
unloading purposes.
The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public
places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of
California.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Dublin this 18th day
of January, 2000 by the following vote:
