HomeMy WebLinkAboutItem 5.1 Tree Sister City Assn CITY CLERK File # 0295-30 AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 7, 2000 SUBJECT: Request from Dublin Sister City Association Report Prepared by Bonnie Leonard, Recreation Supervisor ATTACHMENTS: 1) 2) Letter from Dublin Sister City Association Landscaping Plan RECOMMENDATION: 1) FINANCIAL STATEMENT: None Accept Gift of Tree Approve Type of Plaque and Plaque Wording DESCRIPTION: The Dublin Sister City Association has made a request to plant a commemorative tree at the Dublin Heritage Center in memory of Joe Loughman of Bray, Ireland. (Attachment 1) Bray is the Sister City of Dublin. The Association's request stipulates planting an English Hawthorne tree along the line of Hawthorns planted by the Dougherty family. The Association proposes attaching a small plaque at the base of the tree in memoriam. Mr. Loughman was a member of the Bray, Ireland Sister City Association, Curator of the Bray Museum, and past President of the Bray Chulalaan Historical Society. Mr. Loughman was a member of the first Bray delegation to visit Dublin. He provided the Sister City Association and The Dublin Historical Preservation Society with history books about Bray. The books were subsequently donated to the Dublin Library. In 1999 the Heritage Center grounds adjacent to the parking lot were landscaped. As part of the project five Hawthorn trees were planted along the line of the old trees. In addition eight pepper trees were planted between the parking lot and the cemetery. Staff, has identified a potential location for the tree in line with the existing Hawthorne trees as indicated in Attachment 2. The Heritage and Cultural Arts Commission reviewed the request by the Dublin Sister City Association and recommends acceptance of the commemorative tree and plaque with the proviso that the City Council approve the wording and type of plaque proposed by the Association. The Sister City Association proposes the following wording for the plaque: In Memory Joe Loughman Bray, Ireland Dublin Sister City Association, 1999 COPIES TO: Dublin Sister City Association G:/hcac/37sistercity.doc ITEM NO. Sample plaques will be presented at the meeting. It is the recommendation of Staff that the City Council: 1) Accept the gift of a commemorative tree by the Dublin Sister City Association 2) Approve the type of plaque and proposed plaque wording. We would like to plant an English Hawthorn tree [Crataegus Oxyacantha] Paul's Scarlet on line with the row of English Hawthorn Paul's Scarlet trees planted in 1860 by Hrs. .]ames Witt Dougherty. We would also like to place a small plaque at the base of the tree as a reminder of Mr. Loughman's Irish charm and wit. .]oe Loughman was a member of the Bray, Ireland Sister City Association, Curator for the Bray Museum, and past President of the Bray Chualann Historical Society. Mr. Loughman was a person of such Irish charm that everyone enjoyed his company..]oe was a member of the first group from Bray to visit our city. He was an instant friend with the people of our faire city. For the next 12 years, Mr. Loughman would send history books about Bray, Wickiow County, and Ireland to the Dublin Sister City and the Dublin Historical Preservation Association which gave them to our local library. When we visited Bray, IVlr. Loughman was a major source of wonderful stor'~s about Ireland and chief tour guide. He had a wonderful gleam in his eye and always a smile on his face as he entertained his audience and chatted with friends...]oe passed away on [an appropriate day] 3uly 4, 1999, and will always be remembered by his many friends in America.
