RECOMMENDATION:
1) Adopt resolution awarding contract to Golden Bay Fence
Plus Iron Works, Inc., in the mount of $72,000 for the replacement
of the fencing at the Dublin Swim Center.
2) Approve the budget change for to appropriate $27,225 fi:om
reserves to Capital Improvement Project No. 95911
FINANCIAL STATEMENT:
Budget $51,975
Low Bid $72,000
The base bid plus a 10% contingency is $79,200 which exceeds the
funds budgeted for the improvements by $27,225. In order to award
the bid, an additional appropriation in this amount from the
Unappropriated General Fund Reserve is required.
DESCRIPTION: At its meeting on April 4, 2000, the City CoUncil authorized Staff to
advertise Contract 00-05 for bids. This project provides for the replacement of the existing chain link
fencing at the Swim Center. The prOject was advertised in accordance with the City's ordinance and one
bid was received by the bid opening on May 4, 2000 at 2:00 P.M.
A comparison of the bid received and the engineer's estimate is attached (see Attachment 3). The sole
bidder was Golden Bay Fence Plus Iron Works, Inc., with a bid of $72,000. Staft'rec0mmends including
a 10%' contingency, .which brings the total funds needed to $79,200. The total budget for the project is
$5t,975 which would result ina funding shortfall in the moUnt of $27,225 if the bid were awarded.
The cost of the demolition and the new steel fence is more than double the cost projected in the budget.
The existing fence is embedded in a concrete drainage swale that borders the High School athletic fields.
At the time the budget 'was prepared it was thought :that the new fence COuld be installed just outside of
the drainage swale. Since then the school installed a concrete walkway along the drainage swale.
Therefore the new fence must be installed in the existing drainage swale. Minimizing damage to the
r-q, minage swale requires saw cutting, which significantly increased the cost of demolition. Staff does not
oelieve that substantial cost savings could be achieved by bidding the project again.

Staff has reviewed the bidder's proposal and license stares. Staff also checked the contractor's references
and received no negative comments. Therefore, Staff recommends' that the City Council adopt the
resolution awarding Contract 00-05 to Golden Bay Fence Plus Iron Works, Inc. Further, it is
recommended that the City Council approve the Budget Change Form in Attachment 2.
The project is expected to take 30 working days to complete. Therefore, Staff anticipates the project will
be finished by June 30, 2000.

OF THE CITY .OF DUBLIN
AWARDING CONTRACT 00-05
DUBLIN SWIM CENTER FENCE REPLACEMENT PROJECT
TO GOLDEN BAY FENCE PLUS IRON WORKS, INC.
WHEREAS, the City of Dublin did, on May 4, 2000, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Specifications for Contract 00-05, which
Specifications are hereby expressly referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to
determine the lowest bid which was responsive to the requirements of the bid documents; and
NOW, TI--IEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award Contract No. 00-05 to the lowest responsible bidder therefor, to wit, Golden Bay Fence Plus Iron
Works, Inc., at a base bid of Seventy Two Thousand Dollars and no cents ($72,000.00), the particulars of
