FINANCIAL STATEMENT:
The cost of traffic control devices is paid by the developer.
DESCRIPTION: The streets in Tract 6038, Hansen Hill Phase 2, have not yet been
accepted by the City; however, a number of the homes have been constructed and are occupied.
Residents of the Inspiration Circle neighborhood have approached Staff regarding enforcement of
California Vehicle Code regulations, and particularly enforcement of the speed limit. The primafacie 25
mph speed limit for residential streets applies to the streets in this development.
To date, Police Services has located the radar trailer on Inspiration Circle in several locations. The
Traffic Safety Committee has discussed this request, and even though the development may be accepted
within a few months, it is recommended that the City Council adopt a resolution approving enforcement
of the CVC so that Police Services may more actively enforce the traffic regulations.
The streets within this development are open to the public. Although there are punchlist items remaining
to be completed, the streets are in satisfactory condition for use, and traffic control devices are in place.
The traffic controls will be officially adopted and included in the Traffic Code when the subdivision is
accepted. Under the resolution proposed to be adopted, all traffic control devices and vehicle code
regulations will be enforceable.

Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution
approving CVC enforcement on Inspiration Circle, Georgian Oaks Court, Bloomfield Terrace, Dry Creek
Drive, and Mountain Rise Place.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING ENFORCEMENT OF TRAFFIC REGULATIONS UNDER
CALIFORNIA VEHICLE CODE SECTION 21107.5
INSPIRATION CIRCLE, GEORGIAN OAKS COURT, BLOOMFIELD TERRACE,
DRY CREEK DRIVE, AND MOUNTAIN RISE PLACE
WHEREAS, Inspiration Circle, Georgian Oaks Court, Bloomfield Terrace, Dry Creek Drive, and
Mountain Rise Place are privately held streets; and
WHEREAS, the aforementioned streets are open for public use and so connect with public roads
as to be indistinguishable from public roads; and
WHEREAS, public safety may require enforcement of regulations under the California Vehicle
Code on the aforementioned streets;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin approves
enforcement of the CVC (California Vehicle Code) per CVC Section 21107.5 on Inspiration Circle,
Georgian Oaks Court, Bloomfield Terrace, Dry Creek Drive, and Mountain Rise Place.
PASSED, APPROVED AND ADOPTED this 6th day of June, 2000.
