FINANCIAL STATEMENT: $74,000 has been budgeted in Fiscal Year 2000-2001 to re-roof the
Police Wing of the Civic Center.
DESCRIPTION: The Administrative Wing of the Civic Center was re-roofed with
polyurethane foam during Fiscal Year 1998-99. This second phase of the project was originally scheduled
for the 1999-2000 fiscal year but was postponed to avoid a conflict with the expansion project. Since the
roofing material is sensitive to temperature and cannot be successfully applied when the ambient
temperature is less than 65°, it is recommended that bids be solicited immediately so that construction can
be completed before the rainy season starts.
Staff feels that the foam roof affords the best overall protection. Foam roofing would eliminate the type
of leaks that come from flashing and/or roof penetrations such as plumbing and drains. As with the
Administrative Wing, this project also proposes to waterproof the parapet walls. The standard
manufacturer's warranty associated with this foam roof system is ten years, which is much longer than the
warranty that would typically come with a built-up roof or similar system.
Staff recommends that the City Council authorize solicitation of bids.
