Thompson, Public Works Director ATTACHMENTS: Resolution approving project application and authorizing the filing of a grant application RECOMMENDATION: Adopt resolution approving the City of Dublin' s project application and authorizing the Director of Public Works to execute and file an application with the Metropolitan Transportation Commission FINANCIAL STATEMENT: The 2000 RTIP funding application is the first step required for the City of Dublin to exchange funds with the Alameda County Congestion Management Agency (CMA). If a fund exchange is attained between the City of Dublin and the CMA, the City will receive $1 in State/Federal funds for every $0.90 of local funds exchanged. Once this application is approved, the CMA and the City will then confirm the exchange via a funding exchange agreement. At this time, the City is pursuing the exchange of $4.7 million in Federal/State funds for the 1-580/Tassajara Road interchange project, which will reduce developers' contributions to the project by $470,000. This would help fund the shortfall presently in the Eastem Dublin Traffic Impact Fee brought about by reduced contributions from Contra Costa County. DESCRIPTION: On August 1, 2000, the City Council authorized Staff to pursue exchange of funds with the CMA for the 1-580/Tassajara Road and 1-580/Fallon Road Interchange projects for up to $14.253 million. After discussion with the developers who will fund the two interchange projects, it was determined that the construction of the 1-5 80/Fallon Road project will be deferred two to three years later than the 1-580/Tassajara Road project. Because of the CMA's payback schedule requirements, it would only be feasible to pursue the exchange of funds for the construction of the 1-580/Tassajara Road interchange project. To maintain control of the administration of the project, it is required that the City fund 51% or more of the total construction cost. If federal funds for the project exceed 50% of the project cost, Caltrans will have to administer the project. If Caltrans administers the project, the project schedule would need to be extended by up to 12 months, based upon the Caltrans required review process. In addition, Staff estimates that Caltrans Construction Administration costs would exceed City Construction Administration costs by approximately $480,000, which would negate the advantage of applying for these funds. Staff believes that the construction of the project will proceed more expeditiously if the City administers the project; thus, Staff intends to apply only for $4.7 million, which is equivalent to 49% of the project cost. With the exchange of funds, the City would receive $470,000 of extra federal funds, which will reduce developers' contributions to the project by the same amount. The approval of the City' s application under the 2000 RTIP Augmentation for the 1-580/Tassajara Road Interchange Improvement project is the first step required for the City of Dublin to exchange funds with the CMA. Staff recommends that the City Council adopt the Resolution approving the City of Dublin' s project application and authorizing the Director of Public Works to execute and file an application with the Metropolitan Transportation Commission. Page 2 RESOLUTION NO. - O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE CITY OF DUBLIN'S APPLICATION FOR FUNDING IN THE 2000 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM AUGMENTATION FOR THE 1-580/TASSAJARA ROAD INTERCHANGE IMPROVEMENT PROJECT WHEREAS, SB 45 (Chapter 622, Statutes 1997) substantially revised the process for estimating the amount of state and federal funds available for transportation projects in the state and for appropriating and allocating the available funds to these projects; and WHEREAS, as part of that new process, the Metropolitan Transportation Commission (MTC) is responsible for programming projects eligible for Regional Improvement Program funds, pursuant to Government Code Section 14527(b), for inclusion in the Regional Transportation Improvement Program, and submission to the California Transportation Commission, for inclusion in the State Transportation Improvement Program; and WHEREAS, the MTC has requested that eligible transportation project sponsors submit applications nominating projects to be programmed for Regional Improvement Program funds in the 2000 Regional Transportation Improvement Program Augmentation; and WHEREAS, applications to the MTC must be submitted consistent with procedures, conditions, and forms the MTC provides transportation project ,sponsors; and WHEREAS, the City of Dublin is a sponsor of transportation projects eligible for Regional Improvement Program funds; and WHEREAS, Part 2 of the project application, attached hereto and incorporated herein as though set forth at length, lists the project, purpose, schedule and budget for which the City of Dublin is requesting that the MTC program Regional Improvement Program funds for inclusion in the 2000 Regional Transportation Improvement Program Augmentation; and WHEREAS, Part 3 of the project application, attached hereto and incorporated herein as though set forth at length, includes the certification by the City of Dublin of assurances required by SB 45 in order to qualify the project listed in Part 2 of the project application for programming by the MTC. NOW, THEREFORE, BE IT RESOLVED that City of Dublin authorizes its Public Works Director to execute and file an application with the MTC to program Regional Improvement Program funds into the 2000 Regional Transportation Improvement Program Augmentation, for the 1-580/Tassajara Road Interchange Improvement project as indicated in the project application attached to this resolution; and BE IT FURTHER RESOLVED that the City of Dublin approves the assurances set forth in Part 2 of the project application, attached to this resolution; and BE IT FURTHER RESOLVED that a copy of this resolution shall be transmitted to the MTC in conjunction with the filing of the City of Dublin application referenced herein.
