FINANCIAL STATEMENT:
The cost for consulting services provided by HQE in the original
agreement for the preparation of the Project Study Report (PSR) is
equally shared between Dublin and Pleasanton. Both Dublin and
Pleasanton paid for their respective shares using the 20% portion of
the Tri-Valley Transportation Development Fee. This amendment
to HQE's contract will add $160,972 to prepare the Project Report/
Environmental Document (PR/ED). At this time, Pleasanton has not
committed to participating in the funding of this next task, but may
do so in the future. Staff will continue to work with Pleasanton in
reaching a funding agreement. It appears that should Pleasanton not
proceed with the construction phase, Dublin could build only those
improvements on the north side ofi-580.
The FY 00-01 budget approved for the project is $148,100 to
complete 'the PR/ED task, which assumed Pleasanton's contribution
of $71,450. The revised estimate of Dublin's costs is as follows:

In order to advance the project, staff is recommending a budget
increase of $26,120 to fully fund the next task with the 20% portion
of the Tri-Valley Transportation Development Fee plus the $71,450
that was assumed Pleasanton would pay. If a funding agreement
with Pleasanton is approved, the project budget will be revised to
reflect their contribution to the project.
DESCRIPTION: On February 1, 2000, the City Council approved the agreement with
HQE, Inc., for the preparation of a Project Study Report for the 1-580/San Ramon Road-Foothill Road
Interchange Improvement. The purpose of the project is to reconfigure the interchange to eliminate two
weaving areas: 1) the westbound 1-580 diagonal off-ramp/northbound San Ramon Road weave between
the off-ramp and Dublin Boulevard, and 2) the eastbound 1-580 diagonal off-ramp/southbound Foothill
Road weave between the off-ramp and Dublin Canyon Road.
The Project Study Report has been completed and the next step in obtaining Caltrans approval is the
preparation of the PR/ED. HQE has submitted a scope of work to prepare the PR/ED in 8 months and the
not-to-exceed amount to perform the work' is $160,972. The scope of work includes the entire project, as
well as analysis of the "Minimal Project" that would include only those improvements desired by the City
of Dublin. Staff has requested the City of Pleasanton to equally share 'the cost of the next task (similar to
the PSR cost sharing), however, a funding agreement has not yet been reached.
To advance the project, Staff is recommending that the City Council approve full funding for preparation
of the PR/ED as shown in the attached budget change form, with the understanding that if an agreement
with Pleasanton is reached, the budget will be revised to reflect Pleasanton's financial contribution to the
project. Staff further recommends that the City Council adopt the resolution approving the amendment to
the HQE agreement to include the preparation of the Project Report/Environmental Document.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING AMENDMENT TO AGREEMENT
WITH HQE, INCORPORATED
FOR ENGINEERING SERVICES
WHEREAS, the City Council of the City of Dublin approved an agreement for engineering services
with HQE, Inc. for the preparation of a Project Study Report (PSR) for the 1-5 80/San Ramon Road-Foothill
Road Interchange Improvement on February 1, 2000; and
WHEREAS, HQE Inc. had completed the PSR and Caltrans has tentatively approved the report; and
the next step in acquiring Caltrans approval is the preparation of the Project Report/Environmental
Documentation (PR/ED); and
WHEREAS, HQE's Scope of Work is proposed to be expanded to include the preparation of the
PR/ED and the not-to-exceed amount to perform this task is $160,972, and
WHEREAS, the Cities of Dublin and Pleasanton had previously agreed to equally share the cost of
preparing the PSR, and similarly Dublin had requested Pleasanton to equally share the cost of preparing the
PR/ED, through a funding agreement that has not yet been completed.
WHEREAS, the City of Dublin desires to advance the project, and to do so it is necessary for Dublin to
fully fund the cost of preparing the PR/ED.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
approve Amendment No. 1 to the agreement with HQE, Inc. to include the preparation of the Project
Report/Environmental Document, which is attached hereto as "Exhibit A" .
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the amendment.

BETWEEN CITY OF DUBLIN AND HQE, INCORPORATED
FOR ENGINEERING SERVICES
~REAS, the City of Dublin (hereinafter referred to as "CITY") 'and HQE, Inc.
(hereinafter referred to as "CONSULTANT"), entered into an agreement on February 1, 2000 to prepare a
Project Study Report for the 1-580/San Ramon Road-Foothill Road Interchange Improvement; and
VdtEREAS, the Scope of Work to be performed is proposed to be' extended; and
· WltEREAS, the not-to-exceed contract amount-is proposed to be increased to cover the
cost of the additional work; '
NOW, THEREFORE, the parties hereto agree as follows:
Scope of Work
The Scope. of Work shall be extended to include preparation of the Project Report/Environmental
Documentation as described in HQE's Revised Scope of Work/Fee Estimate dated September 21, 2000
(Phase 1) for the 1-580/San Ramon Road-Foothill Road Interchange Improvement Project (attached).
Extension of Term
The totgl cost for time-and-materials work under this amendment shall not exceed an additional
$160,972.

CONSULTING ENGINEERING SERVICES AGREEMENT
Tt-IIS AGREEMENT is made a~ Dublin, California, as of February 1, 2000, by and
between the CITY OF DUBLIN, a municipal corporation ("City"), and HQE, Inc. ("Consultant"), who
a~ee as follows:
1. SERVICES. Subject to the terms and conditions set forth in this A~eement,
Consultant shall provide to City the ser~ces described in Exhibit A. C~nsulmnt shall provide said
senTices at the time, place, and in the manner specified in Exhibit A.
2. PAYMENT: City shall pay Consultant for ser, Tices rendered pursuant to this
AFeement at the time and in the manner set forth in Exhibit B. The payments specified in Exhibit B
shall be the only payments to be made to Consultant for services rendered pursuant to this Agreement.
Consultant shall submit all billings for said se~wices to City in the manner specified in Exhibit B; or, if no
manner be specified in Exhibit B, then according to the usual and custommy procedures. and practices
vfnich Consultant uses for billing clients similar to City.
3. FACILITIES .AND EOUIPMENT. Except as set forth in Exhibit C, Consultant shall,

conditions of this AFeement, the other term or condition shall control insofar as it is inconsistent with the
general provisions.
5. EXHIBITS. Ajl exhibi*,s referred to herein are attached hereto and are by this reference
incorporated herein.
6. SUBCONTRACTrNG. The Consultant shall perform the work contemplated with
resources available within its own organization and no portion of the work pertinent to this contract shall
be subcontracted without written authorization by the City, except that which is expressly 'identified in the
Consul~ant's proposal.
7. CHANGES. City may from time to time require changes in the scope of the services by
Consultant to be performed under this A~eement. Such changes, including any change in the amount of
Consukant's compensation which are mutually a~eed upon by City and Consultant, shall be effective as
amendments to this Agreement only when in writing.

8. RESPONSIBLE CHARGE. Consultant shall assign a project manager(s) to the project
for the duration of the project. There shall be no change in the Project Manager or members of the project
team without prior written approval by the City. The Project Manager for Consultant shall be HEIDI
OUREN.
9. CONTRACT ADMINISTRATION. This Agreement shall be administered by LEE S.
THOMPSON ("Administrator"). All correspondence shall be directed to or through the Administrator or
his or designee.

Project Study Report - Scope of Work
The existing San Ramon Roacl/I-580 Interchange is a four quadrant cloverleaf (Caltrans Type L-
10) interchange providing free flow characteristics for all movements. It is limited in it's
capacity, however, due to the short weaving distances between loop ramps. It also limits the
available weaving distance for the 1-580 westbound to San Ramon Road northbound movement
due to its close proximity to the Dublin Boulevard/San Ramon Road Intersection, causing
potential safety issues.
In order to address these issues, the City of Dublin proposes to modify the interchange by
reali_m~ing the westbound and eastbound diagonal off-ramps to a tee intersection with San Ramon
Road/Foothill Boulevard.
Major features of the proposed project include:
,, Realignment of the westbound 1-580 off ramp terminus to a tee intersection at San
Ramon Road and installation of a new signal;
· Realig-nment of the eastbound 1-580 off ramp terminus to a tee intersection at Foothill
Road (San Ramon Road) and installation of a new signal;
· Potential removal of westbound 1-580 to southbound San Ramon Road Ioop ramp;
· Potential removal of eastbound 1-580 to northbound 'San Ramon Road loop ramp.
The Scope of Work for this effort. will require preparation of a Project Study Report (PSR) in
accordance with Caltrans' standards.
The detailed Scope of Work will include the following tasks:
Task 1- Preliminary Data Preparation/Collection
a. Site Visits
The project team will conduct site visits as necessary to identify and understand
existing field conditions. Assumes two site visits.
b. Prepare/submit Encroachment Permit Application for field work
An encroachment permit application will be prepared for the City's signature to obtain
right of entry for site visits.

Traffic Data/Forecasts (Existing and 2025 traffic volumes)
This task includes Collecting existing traffic data from Caltrans and the Cities of
Dub!in/Pleasanton, and projecting peak hour traffic volumes for the desig-n year 2025
using fie Tri-Valley model developed by others.
AM and PM peak two-hour period traffic counts will be performed at the following
locations:
· t-580/FoothilFSan Ramon Interchange - all 8 ramps plus through movements on
Sam Ramon Road/Foothill Boulevard
· Sam Ramon Road/Dublin Boulevard intersection
· Foothill Boulevard/Canyon Road intersection
The traffic forecasting methodolog'y will be confirmed with Caltrans prior to use of the
forecasts for the traffic operations analysis.' The most current version of the Tri-
Valley EMME/2 Transportation Model that is comistent with a current version of
ABAG Projections land use will be obtained, checked for accuracy, and adjusted as
necessary. The model will be applied to generate 2025 traffic forecasts for the
freeway mainline, ramps, and adjacent intersections. The model results will be
adjusted based on observed traffic Counts using a procedure approved by Calltans.
d. Aerial Photos
Obtain aerial photographs of the interchange for use in preparing. the conceptual
geometry for two alternatives.
Collect all available information
Includes construction record drawings Cas-builts"), bridge plans, geolechnical
information, utility information, Ri~jat of Way Record Maps, Hard Copy maps,
Floodplain Data, etc.
Task 2 -
Project Management
Administration
Includes monthly Invoicing, Pro~ess Reports and Contract Compliance.
Schedule/Budget Control
Prepare initial PSR schedule and budget and monitor them as necessary to continually
reflect project status. Update Schedule only if impacts become significant.

Manage and monitor all subconsultant Services for contract compliance and prepare

Task 3 - Meetings
a. Kick-offMeeting with Caltrans/City ofDublin/City of Pleasanton
Key project team members will attend this introductory meeting to discuss overall
project goals, schedules, and requirements. HQE shall prepare meeting minutes for
distribution to all attendees.
b. PDT Team Meetings
Monthly meetings will be held to discuss project pro~ess' and resolve outstanding
issues. HQE will prepare meeting minutes for each meeting for distribution to
attendees and pertinent team members. Assumes 8 meetings.
c. Technical Coordination meetings
Meetings will be held as necessary to discuss technical issues such as geometry,
environmental concerns, traffic projections, etc. Assumes a total of six (6) meetings..
d. Meetings with Cities of Dublin and Pleasanton
Assumes four (4) meetings to provide project status updates and present outstanding
issues, if any.
Task 4 - Draft PSR
a. Prepare preliminary horizontal geometry
Graphical layouts of the proposed project will be prepared on aerial photos to show
the baseline features of the project. The geometry will be used to assess
environmental impacts, impacts to utilities, and confirm that the proposed project lies
within existing right of way. It is assumed that there will be only two Project
Alternatives.

Draft Construction 'Cost Estimates
Prepare PSR level cost estimates according to Calltans standards.'
c. Right of Way Data Sheets
Prepare fight of way data sheets in accordance with Caltrans standards. Utility
relocation information is included in the data sheets.
d. Environmental Analysis
The environmental processing for the proposed project is desigimd to fulfill
requirements specified in CEQA, the CEQA. Guidelines, NEPA and other applicable
re=-mlationS. The appropriate environmental document for this undertaking is assumed
to be a Categorical Exemption (CE) under CEQA and a Categorical Exclusion
(CATX) under NEPA. The CE/CATX will not be prepared until the Project
Report/Environmental Document Phase of the.project. No formal public meetings are
anticipated at this time. ..
· PAR staff anticipates attendance at one initial project initiation meeting.
Additional meetings can be attended on a time-and-materials basis.
PAR will conduct a preliminary environmental assessment consisting of a
windshield reconnaissance and record searches.
Documentation will consist of a memorandum including the findings of the record
· searches, results of the windshield surveys, a listing of the required technical
studies and a recommendation of the anticipated environmental document type
required should the PSR advance to a formal project.
Since it is anticipated that a CE/CATX will be prepared, the report wilt not address
mitigation costs. If the Preliminary Environmental Assessment concludes that a
more leng-thy and formal environmental process is required, the scope may require
· adjustment to include a discussion of mitigation costs and timelines.
PAR will rely on information contained in the City of Dubtin's General Plan and
any updates and will request a records search of the archaeological information
maintained at the Northwest Information Center of the California Historical
Resources Information System. Other repositories of data Sensitive species
(California Natural Diversity Data Base) and other resource areas will be contacted
as appropriate.
,, PAR will conduct record searches and windshield surveys for the disciplines listed
below. Additional analyses needed to provide detailed information regarding

wetlands, biolo~cal resources, cultural resources, noise, visual and socioeconomic
conditions are not included in this PSR scope.
Biological Resources
Record searches of the California Natural Divmrsity Data Base (CNDDB) will be
assessed for plant and animal species of special concern that might occur in the
project area and a preliminary assessment as to whether habitat exists in the project
area. This work does not include full protocol surveys, a wetlands delineation or
detailed surveys ofwildlife or vegetation mapping.
Noise
An assessment of the potential for noise impacts will be based on identification of
potentially sensitive receptors during the windshield survey. No modeling analysis
will be provided.
Visual
A brief assessment of potential for impacts to scenic resources will be made based
on a windshield survey of the site and surrounding land uses.
Land Use/Socioeeonomic Issues
A brief assessment of potential for land use and socioeconomie impacts wilt be
made based on a windshield survey of the site and surrounding land uses and on
information contained in the City' s General Plan.
Cultural Resources
PAR will request a record search be conducted at the California Historical
Resources Lrfformation System, Northwest Information Center maintained by
Sonoma State University, Rohnert Park. The examination of records at this
institution will' provide data on known site locations within or adjacent to the
project. A windshield survey of the area will be conducted to identify the potential
for or presence of historic buildings or obvious prehistoric and historical features
or sites along the existing right of way.

Other disciplineS, including air quality, will .be addressed based on documentation
available in the City of Dublin General Plan and General Plan EIR or other
recently prepared studies for the area.
Accident Dam Review
Obtain the most recem TASAS output fi-om Calltans to quantify accidents per million
vehicle kilometer and compare those to statewide averages for similar facilities.
Traffic' Operations Analysis
Perform traffic operations analysis for the No Build and one Project Alternative
(preferred Alternative) for existing and design year 2025 conditions. The analysis
includes intersection levels of service, ramp junction analysis and queuing analysis for
intersections and ramp metering operations at on-ramps. Information will be provided
in Draft, Final Draft, and Final Traffic Operations Analysis Report.
Design Exception Fact Sheets
Prepare fact sheets for approval by Caltrans for all non-standard design features. It is
anticipated that three fact sheets will be required (Mandatory, Advisory and Ramp
Metering/HOV By-pass).
h. Initial Site Assessment (ISA)
Includes: site visit to review existing conditions, record evaluation of Federal, State
and County environmental databases to search for hazardous substance releases in the
vicinityof the project site; review of historical aerial photographs to evaluate previous
land uses; review of Record Drawings to develop a preliminary assessment of
anticipated geotechnicat conditions and investigations requirements; and a letter-report
summarizing the results of the site visit and records review activities.
i. Draft MOU
Coordinate the preparation' of the Draft Memorandum of Understanding (/ViOU) and
between Caltrans and the City of Dublin.
QA/QC of Draft PSR prior to submittal
Perform internal quality control check of Draft PSR to assure that all elements of the
report have been adequately and properly addressed.'

invoices on a monthly basis.
The total sum stated above shall be the total which City shall pay for the services
to be rendered by Consultant pursuant to this Agreement. City shall not pay' any additional sum
for any expense or cost whatsoever incurred by Consultant in rendering services pursuant to this
Agreement
City shall make no payment for any extra, further or additional sendee pursuant m
this Agreement unless such extra service and the price therefor is agreed to in writing executed
.by the City Manager or other designated official of City authorized to obligate City thereto prior
to the time such extra service is rendered and in no event shall such change order exceed twent);-
five percent (25%) of the initial contract price.
The services to be provided under this Agreement may be terminated without
cause at any point in time in the sole and exclusive discretion of City. If the Agreement is
terminated by City, Consultant shall be entitled to receive just and equitable compensation for
any satisfactory work completed on such documentl and other materials to the effective date of
such termination. In thin event, all finished and unfinished documents and other materials shall,
at the option of the City, become City's sole and exclusive property. ConSultant hereby expressly
waives any and all claims for damages or compensation arising under this Agreement.
Consultant shall maintain adequate logs' and timesheets in order to verify costs incurred to date.

City shall furnish physical facilities such as desks, filing cabinets, and conference
space, as may be reasonably necessary for Consultant's use while consulting with City
employees and reviewing records and the information in possession of City. The location;
quantity, and time of furnishing said physical facilities shall be in the sole discretion of City. In
no event shall City be obligated to furnish any facility which may involve incurring any direct
expense, including, but not limiting the generality of this exclusion, long-distance telephone or
other communication charges, vehicles, and reproduction facilities.

GENEtL~kL PROVISIONS
INDEPENDENT CONTRACTOR. At all times during the term of this AgreemenL Consultant
shall be an independent contractor and shall not be an employee 'of City. City shall have the right
to control Consultant only insofar as the results of Consultant's engineering services rendered
pursuant to this Agreement; however, City shall not have the right to control the means by which
Consultant accomplishes services rendered pursuant to this Agreement.
LICENSES: PERMITS: ETC. Consultant represents and warrants to City that he or she has all
licenses, permits, qualifications and approvals of whatsoever nature which are legally required
for Consultant to practice his profession. Consultant represents and warrants to City that
Consultant shall, at his s01e cost and expense, keep in effect at all times during the term of this
Agreement any licenses, permits, and approvals which are legally required for Consultant to
practice his or her profession.
TIME. Consultant shall devote such time to the performance of services pursuant to this
Agreement as may be reasonably necessary for satisfactory performance of Consultant's
obligations pursuant to this Agreement.
INSURANCE REOUtREMENTS. ConSultant shall procure and maintain for the duration of the
contract insurance again~ claims for injuries 'to persons or damages to property which may arise
from or in connection with the performance of the work hereunder by the Consultant, his or her
agents, representatives, employees or subcontractors. The cost of such insurance shall be
included in the Consultant's bid.
A. Minimum Scope of Insurance. Coverage shall be at least as broad as:

injury and property damage.

Workers Compensation and Employers Liability: Workers Compensation limits
as required by the Labor Code of the State of California and Employers Liability
limits of $1,000,000 per accident. '
Deductibles and Self-Lnsured Retentions. Any deductibles or self-insured retentions must
be declared to and approved by the City. At the option of the City, either the insurer shall
reduce or eliminate such deductibles or serf-insured retentions as respects the City., its
officers, officials and employees; or the Consultant shall procure a bond guaranteeing
payment' of losses and related investigations, claim administration and defense expenses.
Other Insurance Provisions. The policies are to contain, or be endorsed to contain, the
following provisions:
( 1 ) General Liabfiity and Automobile Liability Coverages.
(a)
The City, its officers, officials, employees and volunteers are to be covered
as insureds as respects: liability arising out of activities performed by or
on behalf of the Consultant; products and completed operations of the
Consultant, premises owned, occupied or used by the Consultant, or
automobiles owned, leased, hired or borrowed by the Consultant.' The
coverage shall contain no special limitations on the scope of the protection
afforded to the City, iti officers, officials, employees or volunteers.

The Consultaut's insurance coverage shall be primary insurance as respects
the City, its officers, officials, employees and volunteers. Any insurance
or self-insurance maintained by the City, its officers, officials, employees
or volunteers shall be excess of the Consultant's insurance and shall not
contribute with it.'
(C)
Any failure to comply with reporting provisions of the policies shall not
affect coverage provided to the City, its officers, officials, employees or
'volunteers.

(d)
The Consultant'S insurance shall apply separately to each insured against
whom claim is made or suit is brought, except with respect to the limits of
the insurer's liability.
(2) Worker's Compensation and Employers Liability'Coverage.
The insurer shall agree to waive all fights of subrogation against the City, ks
officers, officials, employees and volunteers for losses arising from work
performed by the Consultant for the City.
(3) 'Professional Liability.
Consultant Shall carry professional liability insurance in the mount of One'
· Million Dollars ($1,000~000) to adequately protect the City against liability
caused by negligent acts, errors or omissions on the part of the Consultant in the
course of performance of the services specified in this Agreement. ·
(4) All Coverages.
Each insurance policy required by this clause shall be endorsed to state that
coverage shall not be suspended, voided, cancelled by either party, reduced in
coverage or in limits except after thirty (30) days prior written notice by certified
mail, return receipt requested, has been given to the City.
AcoeDtabiliW of Insurers. Insurance is to be placed with insurers with a Bests' rating of
no less than A:VIII.
Verification of Coverage. Consultant shall furnish City with certificates of insurance and
with original endorscnnents eftcoring coverage required by this clause. The certificates
and endorsements for each insurance policy are to be signed by a person authorized by
that insurer to bind coverage on ks behalf. The certificates and endorsements are to be ·
received and approved by the City before work commences. The City reserves the fight
to require complete, certified copies of all required insurance policies, at any time.
The Risk Manager of City may approve a variation of those insurance requirements upon
a determination that the coverages, scope, limits and forms of such insurance are either
not commercially available or that the City's interests are otherwise fully protected.
CONSULTANT NO AGENT. Except as City may specify in writing, Consultant shall have no
· authority, express or implied, to act on behalf of City in any capacity whatsoever as an agent.
Consultant shall have no authority, express or implied, pursuant to this Agreement to bind City
to any obligation whatsoever.

ASSIGNMENT PROHIBITED. No party to this Agreement may assign any right or obligation
pursuant to this Agreement. Any attempted or purported assignment of any right or obligation
pursuant to this Agreement shall be void and of no effect. .

PERSONNEL. Consultant shall assign only competent personnel to perform services pursuant to
this Agreement. In the event that City, in its sole discretion, at any time during the term of this
Agreement, desires the removal of any such persons, Consultant shalI, immediately upon
receiving notice from City of such desire of City, cause the removal of such person or persons.
STANDARD OF PERFORMANCE. Consultant shall perform all services required pursuant to
this Agreement in the manner and according to the standards observed by a competent
practitioner of the profession in which Consultant is engaged in the geographic .al area in which
Consultant practices hii profession. All instruments of service of whatsoever nature which
Consultant delivers to City pursuant to this Agreement shall be prepared in a substantial, first
class and workmanlike manner and conform to the standards of quality normally observed by a
person practicing in Consultant's profession.
HOLD HARMLESS AND RESPONSIBILITY OF CONSULTA]XrFS. Consultant shall take all
responsibility for the work, shall .bear all losses and damages directly or indirectly resulting to
him, to any subconsultant, to the City, to City Officers and employees, or to parties designated by
the City, on account of the negligent performance or character of the work, unforeseen
difficulties, accidents, occurrences or other causes predicated on active or passive negiigence of
the Consultant or of his subconsultant. Consultant shall indemnify, defend and hold harmless fie
City, iS officers, officials, directors, employees and agents from and against any or all loss,
Iiability, expense, claim, costs (including costs of defense), suits, and damages of every ;kind,
nature and description direc~y or indirectly arising from the negligent performance of the work.
This paragraph shall not be construed to exempt the City, its employees and officers from its own
fraud, willful injury or violation of law whether willful or negligent. For purposes of Section
2782 of the Civil Code the parties hereto recognize and agree that this Agreement is not a
construction contract By execution of this Agreement Consultant acknowledges and agrees that
he or she has read and .understands the provisions hereof and that this paragraph is a material
element of consideration.
Approval of the insurance contracts does not relieve the Consultant or subconsultants from
liability under this paragraph.
10.
GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be fimded by
fiscal assistance from another governmental entity, Consultant shall comply. ~4th all applicable
rulds and regulations to which City is bound by the terms of such fiscal assistance program.
11.
DOCUMENTS. All reports, data, maps, models, charts, designs, plans, studies, surveys,
photographs, memoranda or other written documents or materials prepared by Consultant
pursuant to this Agreement shall become the propert), of City upon completion of the work to be
performed hereunder or upon termination of the Agreement. No such materials or properties

produced in whole. or in part under this. Agreement shall be subject to private use, copyrights, .or
patent .rights by Consultant in the United States or in any other country without the express
written consent of City. City shall have unrestricted authority to publish, disclose (as may be

copyright or patent, in whole or in part, any such reports, studies, data, milstics, forms or other
materials or properties .produced under this Agreement.

Plans, Specifications and Estimate
Scope of Work
1. GENERAL SCOPE
HQE, Inc. shall prepare a Project Report (PR)/Environmental Document (ED), and Plans,
Specifications and Estimate (PS&E) for modifications to the 1-580/San Ramon Road/Foothill
Road Interchange. The PR/ED' will be prepared for City and Caltrans approval and will
provide data on the preferred alternative outlined in the Project Study Report. The
Environmental Document will be a Categorical. Exclusion/Categorical Exemption under
CEQA/NEPA. The PS&E will be prepared using Caltrans Standard Specifications and
Standard Plans dated July 1999 in order to secure an encroachment permit for construction.
Purpose of Project .
This project proposes to modify the 1-580 / San Ramon Road / Foothill Road Interchange in
order to eliminate weaving problems and improve traffic operations. The existing San
Ramon Road/I-580 Interchange is a four-quadrant cloverleaf (Caltrans Type L-10)
interchange providing free flow characteristics for all movements. The purpose of the project
is to reconfigure the interchange to eliminate two weaving areas: the westbound 1-580
diagonal off-ramp/northbound San Ramon Road weave between the off-ramp and Dublin
Boulevard; and the eastbound !-580 diagonal off-ramp/southbound Foothill, Road weave
between the off-ramp and Dublin Canyon Road.
Project Description/Understanding
The proposed project wilt modify the interchange by realigrdng both the westbound and
· eastbound diagonal off-ramps to a tee intersection with San Ramon Road/FOothill Road and
removing the existing. lo0p. off-ramps in both directions. The proposed configuration is a
standard partial cloverleaf (Caltrans Type L-9) interchange. No right of way acquisition or
temporary construction easements will be required for the proposed project and no major
utility relocations will occur.
Major features of the proposed project include:
· Realignment of the westbound 1-580 off ramp terminus to a tee intersection at San
Ramon Road and installation of a new signal;
· Realignment of the eastbound 1-580 off ramp terminus to a tee intersection at Foothill
Road (San Ramon Road) and installation of a new signal;

D. Preliminary Geometries
Typical Cross Sections, Layouts, and Profiles/Superelevation Diagrams will be prepared
and refined using the metric mapping.
E. Design Exceptions
Design Exception Fact Sheets or Supplements to those prepared during the PSR Phase
will be prepared as required.

Incorporate review comments as appropriate and update resubmit the Project Report for
approval.
Task 4 - Environmental Documentff echnical Studies
A. Cultural Resources
Prepare the Area of Potential Effects (APE) map in accordance with the Guidance for
Consultants, Procedures for the Protection of Historic Properties, and the Section 106
Process (1996). The APE will be prepared in consultation with the Caltrans resource
specialist to be submitted to the FHWA engineer for sign-off. Conduct cultural resources
investigations, and prepare cultural resources reports consisting of the Archaeological
Survey Report (ASR), Historic Architectural Survey Report (HASR) and Historic Properties
Survey Report (HPSR) and other necessary documents to satisfy CEQA Guideline Section
15064.5 and the California Register of Historical Resources (Public Resources Code
5024.1) and Section 106 of the National Historic Preservation Act of 1966, as amended
(revised 1999). Preparation of the ASR will include contacting the appropriate Native
American association to inform them of the projec.t components. However, any exploratory
excavations, if required, are not included in this scope.
B. Biological Resources
Prepare a Natural Environmental Study Report (NES) in accordance with Caltrans guidance
for consultants. 'A biologist, botanist/wetland ecologist, revegetation expert and Fisheries
biologist will thoroughly survey the project area to assess habitats in the project area for
their potential to support Special Status plants and wildlife. Waters of the United States,
including wetlands, will be delineated and mapped, if appropriate, using U.S. Army Corps
of Engineers jurisdictional criteria. The biologists will also measure trees larger than 6 inch
diameter-at-breast height that occur within the impacted areas.

C. Noise
An acoustical analysis will be prepared for the project and include the following:
Conduct continuous 24-hour noise level measurements at one or two exterior
locations identified in the vicinity of the project area. The intent of these noise level
measurements is to' quantify existing. traffic noise levels and statistical changes in
traffic noise levels in the vicinity of the project site, and to assist in quantifying
background noises levels at' noise-sensitive receptors. Short-term measurements of
traffic noise with concurrent traffic counts will be made to verify the accuracy of the
Sound32 traffic noise prediction model.
Use the Sound32 model to predict existing and future traffic noise levels associated
with the project. The analysis will be based on traffic information found in the
Traffic Operations Analysis Report.
Use the Sound32 model to determine noise reductions provided by barriers as
required. 'Based upon discussions with the project team, it will be determined where
the barriers should be located if required.
· The acoustical analysis which will address the noise standards of Dublin, Pleasanton,
and meet the requirements of the Caltrans/FHWA Protocol procedures.
D. Air Quality
Prepare a qualitative assessment of air quality impacts of the project based on the traffic
information provided in the Traffic Operations Analysis Report. The analysis of CO
emissions will be conducted according to the Caltrans CO Protocol (Caltrans/UC Davis); no
CALINE modeling will be conducted.
E. Hazardous Materials
An Aerially Deposited Lead (ADL) Evaluation will be performed to comply with the
requirements detailed in Caltrans' Interim Aerially Deposited Lead Testing Procedures
(9-14-95) and the California Department of Toxic Substances Control (DTSC) regulatory
Draft Variance dated May 18, 2000. This task will include the following:
* Prepare Health and Safety Plan (HASP) for worker safety in lead impacted areas.
· Soil Borings (10 assumed) with four soil samples collected from each boring.
· Perform Laboratory Analysis on 40 samples collected.
· Prepare ADL Evaluation Report.
F. Categorical Exemption/Exclusion (CE/CATEX)

Task 3 - 35% PS&E
A. Geometric Base Maps
Horizontal and vertical geometry will be set based on coordinate surveys obtained.
Typical Cross sections will also be updated to show preliminary pavement structural
sections recommended in the Draft Materials Report.
Cost Estimate '
The cost estimate prepared during the PR/ED Phase will be updated as appropriate to
reflect addition details obtained during 35% PS&E.
C. Conceptual Staging
Preliminary stage construction concepts will 'be prepared to identify the sequence of
operation and the traveled way to be used for traffic movement during each stage. Traffic
detour requirements will also be identified.
Preliminary Drainage Plans
Skeleton drainage plans will be developed to show existing systems and preliminary
layout .of proposed systems. No pipe sizes or inlet types will be identified at this stage.
E. Draft Drainage Report (Hydrology)
Hydraulic reviews of locally affected sub-basins will be performed to determine flows
reaching the project site. Flows for all drainage areas, culverts and channels within the
project limits will be calculated and required improvements will be identified.

F. Draft Materials/Retaining Wall Report
Conduct a field exploration program to evaluate subsurface conditions. Five soil borings
are assumed, three adjacent to the proposed retaining wall and one in the new portion of
each proposed off ramp. Laboratory tests will be performed to determine moisture
content/dry density, gradation, liquid limit/plasticity index, etc. The report will include
recommendations for retaining wall type, pavement structural sections, temporary and
permanent construction slopes, and allowable pipe materials. Visual investigations of the
portion of San Ramon Road between the westbound ramps and Dublin Boulevard will.be
conducted and recommendations for appropriate overlay will be made. This effort will
not include boring or bag sampling if determined that a more detailed investigation is
required.
G. Supplemental Surveys
Field surveys will be performed to provide cross section information, establish grate
elevations, pipe sizes, and inverts for existing drainage structure, identify surface utility
features, and locate up to four potholes.
Task 4 - 65% PS&E '
A. 65% Plans
All.pl~ans shown on the attached drawing list will be prepared and submitted for agency
review.
B. Engineer's Estimate
The Engineer's Estimate will be prepared using Caltrans' standard bid item codes and
descriptions.
C. Standard Special Provisions (SSP's)
HQE will identify SSP's required for the items of work appropriate to the project and edit
them accordingly. City special provisions will be incorporated as required.
D. Final Draft Drainage Report
Comments received from the Draft Drainage Report submittal will be incorporated as
necessary and the report will be resubmitted with the 65% plans.
E. Final Materials/Retaining Wall Report
Comments received from the Draft Materials/Retaining Wall Report submittal will be
incorporated as necessary and the report will be resubmitted with the 65% plans.

reviewing agencies.
D. Obtain Encroachment Permit '
HQE will prepare an Encroachment Permit application for the City's signature and
continue to track it through the Caltrans Permit Engineer until received.
ASSUMPTIONS
A. No ramp metering is included in this project. Co0rdjnation with Caltrans' TOS project
that will install ramp metering. in the westbound direction will be performed.
No right of way or temporary construction easements are required for the project.
No sound walls are included in the design of the project.
Landscaping is limited to the median areas north and south of the interchange ramps and
where the existing diagonal off-ramps are being obliterated.
E. Existing drainage systems will handle additional rtmoff imposed by the project. No
downstream improvements or detention basins are required.
F. Retaining walls, sign foundations/posts, and signal foundations/posts can be designed as
Caltrans' standard. No special structural design is required.
G. No approvals by Caltrans' Headquarters will be required.

H. Caltrans' will provide monument control values to be used for the project.
I. No lane closures will be required for field work.

L. Signal timing plans are not included in this scope of work.
M. The appropriate Environmental Document is a Categorical Exemption/Categorical
Exclusion.

REASON FOR BUDGET CHANGE ENTRY: The budget change is required to fully fund the preparation of
