HomeMy WebLinkAboutItem 8.1 Election Certification 11-7-00CITY CLERK FILE # 630-30 AGENDA STATEMENT CITY COUNCIL MEETING DATE: December 4, 2000 SUBJECT: Certification of November 7, 2000 Election Results Report Prepared by Kay Keck, City Clerk ATTACHMENTS: 1) Resolution with Alameda County Registrar of Voter .s Certificate of Election Results RECOMMENDATION: Adopt Resolution declaring results of November 7, 2000 General Municipal Election FINANCIAL STATEMENT: None DESCRIPTION:' The City has received the Certification of Election results from Bradley J. Clark, the Alameda County Registrar of Voters. Dublin's voter turnout was 69.5%. Of 12,840 registered voters, a total of 8,928 ballots were Cast in the City of Dublin. As a point of information, voter turnout in past elections was: November, 1998 = 49.9% November, 1996 = 64.3% November, 1994 = 60.1% November, 1992 = 77.0%. The November 7, 2000 election results were as follows: MAYOR Guy S. Houston Shawn Costello 5,252 Votes 1,406 Votes COUNCILMEMBER Janet Lockhart' 4,306 Votes Tony Oravetz 3,738 Votes Lisbeth Howard 2,563 Votes Mark Breazeal 2,088 VOtes COPIES TO: ITEM K2/G/cc,mtgs/12,4,00/as,certify ,= In addition, a City Council sponsored measure was placed on the ballot. Measure M asked, "Shall a Resolution be adopted to amend the City of Dublin General Plan to establish an Urban Limit Line in the Western Extended Planning Area for a period of 30 years, and to require that the Urban Limit Line may be changed only by a vote of the people of Dublin during the effective period?" Measure M received 4,728 YES votes and 3,263 NO votes (59.1%/40.8%) In accordance with Council direction, the newly elected Mayor and Councilmembers will be sworn into office and seated at the Council's regular meeting on Tuesday, December 5, 2000. Staff recommends that the City Council adopt the attached Resolution declaring the results of the November 7, 2000 election. RESOLUTION NO. - O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2000, DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW WHEREAS, a consolidated general mttnicipal election was held and conducted in the City of Dublin, Cotmty of Alameda, State of California, on Tuesday, November 7, 2000, .as required by law; and .WHEREAS, the City Council requested that the Alameda County Board of Supervisors order the consolidation of said election; and WHEREAS, the territory affected by this order of consolidation, to wit, within the boundaries of the City of Dublin, said election was held in all respects as though there were only one election in accordance with the provisions of Section 104 18 of the Elections Code of the State of California; and WHEREAS, in accordance with Elections Code Section 15301 et seq., the Registrar of Voters has canvassed the returns of said election and has certified the results, pending approval of the Board of Supervisors at their next regularly scheduled meeting. Said results are received, attached and made a part hereof as EXHIBIT A. NOW, THEREFORE, the City Council of the City of Dublin does hereby resolve as follows: Section 1. That there were sixteen (16) voting precincts established for the purpose of holding said election consisting of consolidations of the regular election precincts in the City of Dublin as established for the holding of federal, state and county elections. Section 2. That said municipal election was held for the purpose of electing the folio.wing officers of said City as required by the laws relating to cities in the State of Califomia, to wit: One (1) Mayor of the City of Dublin to serve for a term of two (2) years. Two (2) Members of the Dublin City Council to serve for terms of four (4) years. And that said municipal election was held for the purpose of determining whether a Resolution should be adopted to amend the City of Dublin General Plan to establish an Urban Limit Line in the Western Extended Planning Area for a period of 30 years, and to. require that A TTA CHMENT 1 the Urban Limit Line may be changed only by a vote of the people of Dublin during the effective' period. Section 3. That the whole number of votes cast in the City of Dublin was 8,928. Section 4. That the names of persons voted for at said election for Mayor and Councilmembers of City of Dublin are as follows: Mayor Shawn Costello Guy S. Houston Councilmember Janet Lockhart Lisbeth Howard Tony Oravetz Mark Breazeal That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were candidates were as listed in Exhibit A attached. That the number of yes votes and no votes given at each precinct and the number of votes given in the City related to Measure M are as listed in Exhibit A attached. Section 5. The City Council does declare and determine that: Guy S. Houston was elected Mayor of the City of Dublin for the full term of two (2) years; Janet Lockhart and Tony Oravetz were elected as Members of the Dublin City Council for full terms of four (4) years each. Measure M was passed by a vote of the people. Section 6. That the City Clerk shall enter into the records of the City Council of said City, in accordance with Elections Code Section 10264, a statement of the results of said election, showing: (a) (b) (c) (d) (e) The whole number of votes cast in the City. The names of the persons voted for. The measures voted upon. For what office each person was voted for. The number of votes given at each precinct to each person and for and against each measure. (f) The total number of votes given in the City to each person and for and against each measure. Section 7. That the City Clerk shall administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in the Office of the City Clerk. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. The City Clerk shall sign and deliver to each person elected, a Certificate of Election. Section 8. That the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make an entry of the passage and adoption thereof in the records of the proceedings of the. City Council of said City, in the minutes of the meeting at which the same is passed and adopted. PASSED, APPROVED AND ADOPTED this 4th day of December, 2000.
