Thompson, Public Works Director ATTACHMENTS: Resolution authorizing the filing of a Grant Application RECOMMENDATION: ~ FINANCIAL STATEMENT: Adopt resolution directing Staff to apply for funding If the City of Dublin' s Federal grant application is approved, the City will receive an additional $94,376 to fund the City' s 2000-2001 Street Resurfacing project. The City will be required to provide 11.5% local match ($12,264) to construct the project. Funding is already included in the 2000-2001 budget, which will qualify as matching funds. DESCRIPTION: The Metropolitan Transportation Commission (MTC) will have an additional $20 million in Surface Transportation Program funds available region wide for programming in 2001 as a result of Revenue Aligned Budget Authority. MTC's policy calls for these funds to be used for roadway rehabilitation projects. As part of the City' s grant application to MTC for these funds, a Council resolution authorizing the filing of a grant application is required. If the City receives this grant, funds in the amount of $94,376 will be available in fiscal year 2000-2001, with the condition that the funds be obligated by September 30, 2002. It is proposed that these funds be combined with the $345,000 in federal funds already set aside for the City' s street resurfacing project for a combined total of $439,376. Federal funds can only be used for collector and arterial streets. Staff intends to use these new funds to overlay portions of Dougherty Road, Village Parkway and San Ramon Road. Staff recommends that the City Council adopt the Resolution directing Staff to apply for funding from the Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program. RESOLUTION NO. --00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE TRANSPORTATION PROGRAM AND CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM FUNDING FOR THE CITY STREET RESURFACING PROJECT AND COMMITTING THE NECESSARY LOCAL MATCH FOR THE PROJECT AND STATING THE ASSURANCE OF THE CITY OF DUBLIN TO COMPLETE THE PROJECT WHEREAS, the Transportation Equity Act for the 21st Century (TEA 21) (Public Law 105-178, June 9, 1998) and the TEA 21 Restoration Act (Public Law 105-206, July 22, 1998) continue the Surface Transportation Program (STP) S.C. § 133 and the Congestion Mitigation and Air Quality Improvement Program (CMAQ) (23 U.S.C. § 149); and WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder, eligible project sponsors wishing to receive STP or CMAQ grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization (MPO), for review· and inclusion in the MPO's Transportation Improvement Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and WHEREAS, the City of Dublin is an eligible project sponsor for STP or CMAQ Improvement Program funds; and WHEREAS, the City of Dublin wishes to submit a grant application to MTC for funds from the STP or CMAQ Improvement Program in fiscal year 2000-2001 for the following project: City Street Resurfacing Project WHEREAS, MTC requires, as part of the application, a resolution stating the following: 1 ) the commitment of necessary local matching funds of least 11.5%; and 2) that the sponsor understands that the Surface Transportation Program and Congestion Mitigation and Aii Quality Improvement Program funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program funds; and 3) the assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP. 4) That the sponsor understands that funds must be obligated by September 30, 2002, or the project may be removed from the program. z/o q NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Dublin that the Director of Public Works or his designee is authorized to execute and file an application for funding under the Surface Transportation Program or the Congestion Mitigation and Air Quality Improvement Program of TEA 21 in the amount of $94,376 for the City Street Resurfacing Project; and BE IT FURTHER RESOLVED that the City of Dublin, by adopting this resolution, does hereby state that: 1) The City of Dublin will provide $12,264 (11.5 %) in local matching funds; and 2) The City of Dublin understands that the Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding for the project is fixed at $94,376, and that any cost increases must be funded by the City of Dublin from local matching funds, and that the City of Dublin does not expect any cost increases to be funded with Surface Transportation Program or the Congestion Mitigation and Air Quality Improvement Program funds; and 3) The City Street Resurfacing Project will be built as described in this resolution and, if approved, as programmed in Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP). 4) The program funds are expected to be obligated by September 30, 2002. NOW, THEREFORE, BE IT FURTHER RESOLVED that a copy of this resolution will be transmitted to the MTC in conjunction with the filing of the application; and NOW, THEREFORE, BE IT FURTHER RESOLVED that the MTC is requested to support the application for the project described in the resolution and to program the project, if approved, in MTC's TIP.
