FINANCIAL STATEMENT:
The cost of installing STOP signs and pavement markings is
approximately $3,000o Sufficient funds are budgeted in the Street
Maintenance Operating Budget to cover this cost.
DESCRIPTION: Public Works Staff has received requests from citizens and City
Police Officers to install STOP signs on Dublin Boulevard at Inspiration Drive. The Inspiration Drive
approach at this intersection is controlled by a STOP sign, while traffic on Dublin Boulevard is
uncontrolled. The Valley Christian School, located at 7500 Inspiration Drive, generates a significant
amount of traffic on this street as parents drive to the school to drop off their children in the morning and
pick them up in the afternoon. The concern is that, during these periods of heavy traffic on Inspiration
Drive, a potential exists for right-angle collisions involving left-turning vehicles from Inspiration Drive
and speeding through vehicles on westbound Dublin Boulevard.
In response to these requests, City Staff conducted a STOP sign analysis to determine if three-way STOP
sign control is warranted at this T-intersection. The analysis was based on guidelines and methodologies
described in the Califomia Department of Transportation (Caltrans) Traffic Manual. Review of recent
accident history, as well as newly collected traffic counts, were included in the STOP sign warrant
analysis for this intersection. In addition, Engineering Staff supplemented the analysis work withfield
observations of traffic conditions at this location during the morning and afternoon peak periods.

Based on Staff's review of accident records, no traffic accidents have been reported at this intersection
within the last 12 months. However, based on the analysis of traffic volumes and field observations, it
was determined that a three-way STOP sign control is warranted at this intersection. This traffic control
upgrade would enhance traffic safety at this location by helping to prevent right-angle collisions.
The westbound right-turn movement from Dublin Boulevard onto Inspiration Drive is a very heavy traffic
movement during the morning and afternoon peak periods due to parents driving to the Valley Christian
School to drop off or pick up their children. In order to preserve the continuous flow of this movement
without unnecessary interruptions, it is proposed to re-stripe the intersection to allow for a free westbound
right-turn lane, as shown on the attached Intersection Improvement Layout. The proposed design would
require all traffic to stop at this intersection, except for the westbound right-turn movement.
The bulk of traffic entering this intersection is related to trips made by parents to and from the Valley
Christian School. For example, during the moming peak hour (7:00 to 8:00 a.m.), approximately 550
vehicles make a right turn onto Inspiration Drive (going to school), while 460 vehicles make a left turn
from Inspiration Drive (returning from school). Through traffic on Dublin Boulevard entering the
intersection during this period only consists of approximately 105 eastbound vehicles and 35 westbound
vehicles. At this low level of through traffic demand, no significant backups would be created at the
proposed STOP signs on Dublin Boulevard. Likewise, no significant backups would occur during the
evening peak hour of traffic on Dublin Boulevard (5:00 to 6:00 p.m.), as through traffic volumes only
consist of approximately 45 vehicles in the eastbound direction and 200 vehicles in the westbound
direction of travel.
Notice regarding the proposed STOP signs has been sent to Califomia Highlands residents, as well as to
the Valley Christian Center.
Staff recommends that the City Council adopt the resolution approving installation of STOP signs on
Dublin Boulevard at Inspiration Drive.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING INSTALLATION OF STOP SIGNS
ON DUBLIN BOULEVARD AT INSPIRATION DRIVE
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04,070 and 6.04,100, and in the
interest 0fpublic safety, stop signs shall be erected on Dublin Boulevard at the intersection of Inspiration
Drive.
Section 2. Said stop sign control shall be added to Section 6.16,010 of the City of Dublin Traffic
Code.
