1 CITY OF DUBLIN /o 5 AGENDA STATEMENT CITY COUNCIL MEETING DATE: January 22, 1990 SUBJECT: Tri-Valley Community Television (CTV) Mid-Year Review QJ.Prepared by: Paul S. Rankin, Assistant City Manager) EXHIBITS ATTACHED: Exhibit A - Business Plan reviewed in August of 1989 Exhibit B. - Summary of Progress - During the first six months of 1989-90 Exhibit C - Mid-Year Budget Projection Exhibit D - Detailed Financial Reports for the period ending December 31 , 1989 Exhibit E - Detailed Summaries of Productions During the first six months of 1989-90 RECOMMENDATION: /1 eview progress to date and if appropriate, authorize Staff to release the second funding installment upon receipt of the invoice. FINANCIAL STATEMENT: The 1989-90 Budget included $43,500 in funding for CTV. $1 , 000 is an equipment maintenance grant provided by Viacom. The Council agreed to release the remaining funds based upon a review of CTV. DESCRIPTION: In August, the City Council reviewed the Business Plan for CTV based upon projected programming for Fiscal Year 1989-90. The City Council reviewed the information and authorized Staff to release the first installment of the annual funding. The second installment would be released only after approval by the City Council of a six month progress report. Ms. Darla Stevens, Executive Director, has prepared a summary report which identifies CTV activities for the first six months. The major programs identified in the six month report are all ahead of the number produced for the same period in the prior year. However, in reviewing the plan presented in August, it would appear that the number of shows produced is running behind the targeted amount for the entire year. This results from summer vacations and holidays impacting the hours available to produce programs. CTV has expressed to City Staff that they remain committed to meeting their stated goals on the year as a whole. Ms. Stevens has also provided financial information on the organization. Overall, she has indicated that they are continuing within the budget which was previously presented. The financial data does show a current revenue shortfall. A portion of the revenue deficiency is due to the deferred payment by the City of Livermore for ---------------------------------------------------------------------- COPIES TO: Darla Stevens, CTV Exec Director Dave Adams, City of Livermore ITEM N0. 4 A { 7 their contribution. The budget projection anticipates that their entire remaining contribution will be received during the second half of the fiscal year. Ms. Stevens also explained that the other element affecting their revenue was the result of outside projects. In some cases, these have been billed, however, the payment is not reflected in the reporting period shown. A breakdown of these projects is shown on the detailed financial report showing a cost breakdown for "Undesignated" projects. Ms. Stevens indicated that this represented the Board of Directors policy to recover the cost of production on all projects outside of normal programming. Ms. Stevens has indicated that it is CTV's intent to invoice the City of Dublin for the cost of producing the Dublin Civic Center Documentary. The $1 , 163.98 in expense shown on the financial report may not represent the total cost. Ms. Stevens is aware that this will need to be considered by the City Council once the City receives the invoice. Funds were not budgeted for this project as it had previously been represented as a benefit to the City for funding CTV. Ms. Stevens has stated that subsequent to starting the project, the Board of Directors has implemented the cost recovery policy on all projects. As previously stated, this matter will need to be considered by the City Council at a future date when all of the cost information is available. Staff recommends that the City Council review the six month progress report and if appropriate, authorize Staff to release the second funding installment. VALLEY FORU14 This budget mades possible exciting upgrades to this important public affairs program. Valley Forum has been t1.e staple public affairs format for about tell years. Over that long period, it has served our valley' s needs well in the areas of panel discussions of local issues , election coverage , and voter education. It has earned a reputation as a neutral ground for vital local discussions. It has serve:ll as a forum for local press editorials . None of this will chance. But sections will be added to the °ormat that will allow us to use topical material that is a little too lengthy for the news, or that spins off the news . Also, an upgrade of the set and on-set name of the program will be designed and implemented. MINI-DOCUMENTARY ON DUBLIN CITY HALL As the city hall nears completion, this time period is the appropriate time to utilize our collected footage to create a short video on the prceression and completion of the Dublin Civic Center. A selection of interviews of city officials and city staff will be needed in order to put this together. ONGOING GOALS The ongoing goals will continue to include increasing awareness and viewership, increasing funding from additional sources such as corporate sources, and increasing programminq based on the success of acquiring this additional funding . However, Election specials and candidates forums were increased, a special on Drug and Alcohol was produced, and a new section was added to Valley Forum for increased news/public affairs coverage: - "Focus". Overview Additional revenue has been obtained through corporate donations, and a new campaign was launched for individual and small business donations. Advertising and promotional materials have been somewhat subsidized by these revenues. Special projects have been produced and have achieved additional revenue for our general fund, although not all revenues are in, and therefore are not reflected in the financial summaries attached.
