FINANCIAL STATEMENT: Cost to city $2,350.00
Lost fee revenue - $1,075.00
DESCRIPTION Correspondence has been received from Bill Burnham,
Board of Directors of the Dublin Shamrock rest ivaI , Inc. requesting
the City's support of the 4th Annual Dublin Shamrock Potato Festival~
The festival board requests the following:
1. Exclusive use of the Dublin Sports Grounds, August 3-5, 1990.
2. Waiver of use fees for the Dublin Sports Grounds.
3. Use of the Regional Meeting Room and Lobby of the evening of
August 3, 1990.
4. Waiver of use fees for the Regional Meeting Room and Lobby.
5. Support from the Police, Public Works and Recreation
Departments as follows:
a. Representation at bi-weekly planning meetings (year-
round) .
b. site preparation to include staking of sprinkler heads
mowed lawn, sprinklers turned off, etc. (August 1 & 2).
c. Public Works Personnel and Reserve Officers to assist
with traffic control, site maintenance and site security
(August 4-5).
6. Use of city banner poles, July 30-August 6, 1990.
7. Exceptions to Ordinance No. 16-88 as follows:
a. Allow sales of articles.
b. Allow posting of signs.
c. Allow overnight camping.
d. Allow use of electrical amplifying equipment.
e. Allow motorized vehicles on park grounds.
f. Allow consumption and sales of alcoholic beverages.
g. Allow entrance fee to be charged.
The cost estimate associated with this event is itemized below:

In past years this event was held in conjunction with the Annual
Shamrock Ascot Cone ours d'Elegance, however, the concours is scheduled
for the previous weekend.
It is Staff's recommendation that the city council approve the request
of the Dublin Shamrock Festival Board with the following stipulations:
1. Require a certificate of liability insurance in an amount
and form acceptable to the City, naming the city as an
additional insured.
2. Require an alcoholic beverage control permit for sales of
beer and wine only.
3. Require that all sellers complete a temporary sales permit
(Form BT-40T) with the State Board of Equalization.
4. Require the fields to be cleaned up and all items removed by
dark on Sunday, August 5, 1990. In the event that this is
not done, authorize Staff to bill the festival for clean-up
costs (estimate $460.00).
5. Require that payment be made in the amount of $147.09 for
irrigation repair for 1989 festival.

At this time we are formally requesting the use of the
Dub1 in Sports Ground on August 5 & 6, 1990. As in the past
we are wi 11 ing to meet all requirements regarding the sports
ground. However we are asKing that the City/s users fee 'be
waived. Although our festival has been successful each year
we still have not maintained a break even point financially.
In past years we have held3 successful festivals, 3 murder
mysteries and a circus, all have been a major plus to the
c i b,' of Du b 1 in.
This year we are tentatively expecting;
attendance 14,000 to 15,000

In addition to our Potato Festival August 5 & 6 we are also
requesting the use of our Civic Center lobby & meeting room
on August 4, to hold a Kick-off evening for our Potato
