SUBJECT :Sale of police vehicles.

RECOMMENDATIONS) :1. Approve the Resolution
declaring the police vehicles as
surplus property, and 2. Authorize the
Finance Director to direct Nationwide to
auction Dublin's police vehicles.
FINANCIAL STATEMENT:The City will not incur any out-of-pocket
costs and will collect approximately $12,500
on the sale of the vehicles.
DESCRIPTION :The City Police Department replaced five
police vehicles this year. The new vehicles are now in the police
fleet and are fully functional, which means that the older cars
can now be identified as surplus and disposed of by sale through
use of an auction.
Staff previously requested information concerning costs
associated with selling police vehicles from three auctioneers.
Two auctioneers responded: The Nationwide Companies, with
offices in Napa, and R.J. Dutcher Auctioneers Inc. with offices
in Dublin.
The two responses were very similar. Dutcher Auctioneers differed
from Nationwide in the area of fees. Nationwide will cost the
City $500 less than Dutcher for the sale of the five police
vehicles. The Nationwide Company identified that they would
charge a fixed cost of $100.00 per vehicle plus a percentage of
the sales price of 200. Dutcher would charge a fixed costs of
$200. 00 per vehicle plus a percentage of the sales price of 20%:

Both Companies will pickup the cars and remove the logos and
stripes that are on the police cars. Additionally Nationwide
will pickup the Datsun at no cost to the City.
Staff will only allow for the vehicles to be auctioned with a
minimum predetermined pricing.
Recommendations: Staff recommends that the Council approve the
Resolution declaring the vehicles as surplus property, and
approve the sale of the vehicles identified above. Staff also
recommends using Nationwide to auction the five police vehicles
plus one blue Datsun, which was acquired during a drug seizure
operation.

RESOLUTION NO. - 90
A RESOLUTION OF THE CITY OF DUBLIN

RESOLUTION DECLARING PROPERTY SURPLUS
RECITALS
WHEREAS, the City Manager has determined that certain
police vehicles described more particularly in Exhibit A attached
hereto and incorporated herein by reference are no longer needed
for City purposes; and
WHEREAS, the most effective method of disposing of such
police vehicles is by auction; and
WHEREAS, independent auctioneers are available to auction
such police vehicles to the highest bidder; and
WHEREAS, the City is authorized to dispose of personal
property pursuant to Government Code S 37350.
NOW, THEREFORE, BE IT RESOLVED that the police vehicles
described in Exhibit A are declared surplus property, to be sold
by the City Manager;
BE IT FURTHER RESOLVED that the City Manager or his designee
is authorized to enter into a contract with an-independent
auctioneer selected by the City Manager to sell the police
vehicles listed on Exhibit A to the highest bidder. The proceeds
of the sale, less the cost of sale, shall be deposited into the
Internal Service Fund and the Criminal Activity Fund.
