DESCRIPTION: The developer of the Villages at Willow Greek project recently constructed two additional lanes on Dougherty Road between Amador Valley Boulevard and a point just south of the Southern Pacific Railroad right-of-way where Dougherty Road widens into a travel lane and parking lane and then into two southbound lanes. In order to allow two continuous southbound traffic lanes, parking must now be prohibited in front of the businesses that occupy the building at 6398 Dougherty Road. This is the only portion of Dougherty Road that still has on-street parking available. This complex has approximately 100 on-site parking stalls, and Staff has observed that about two dozen businesses presently have space in the building. On the days that a Staff member observed the parking lot, many spaces were empty, and about six cars were parked on the street in front. Part of the curb is identified as a 20-minute parking zone, which was approved at the request of a tenant that has since moved away. Altogether, approximately 26 parking spaces will be eliminated. Notices of this public hearing have been sent to the businesses at this address as well as the property owner, Murco Development. The proposed no parking zone actually begins at the northerly boundary of t'he Southern Pacific right-of-way, hence the 975-foot measurement. The frontage of 6398 Dougherty Road is approximately 550 feet. Staff recommends that the City Council conduct a public hearing and adopt the resolution prohibiting parking on Dougherty Road from the northerly boundary of the Southern Pacific right-of-way, southerly a distance of 975 feet.
