BACKGROUND On September 25, 1989 , the City Council approved a set of special meeting dates for the West Dublin project (see Attachment 1) . A similar set of meetings will be held for East Dublin. II . ISSUES A date needs to be selected for the first in a series of joint Planning Commission/City Council (PC/CC) study sessions on East Dublin. Ordinarily, the meeting would be held on a regular Planning Commission meeting day, however the two Planning Commission meetings in April have been set aside for joint PC/CC meetings on West Dublin. Based on the East Dublin time schedule, Staff suggests a meeting date in the second or third week of April on a non-Planning Commission meeting day. The April meeting is intended as a study session on the three land use alternatives for the East Dublin Study Area; it is not a public hearing. The alternatives will be presented by the East Dublin consultants - Wallace, Roberts and Todd. An Alternative Report describing the alternatives, their relative impacts on the local transportation network and the preliminary costs for infrastructure will be available approximately two weeks before the meeting. The meeting will be noticed in the same manner as all Council and Commission meetings . In addition, written notice will be mailed to all persons on the East Dublin mailing list. This list includes property owners, agencies and interested citizens . The Mayor will chair the meeting and coordinate input from both the Planning Commission and City Council . All persons wishing to address the Council/Commission on the alternatives will be allowed to speak. No formal decisions or action on the project will be made by either the Planning Commission or Council at this meeting. The Planning Commission and City Council will hold public hearings before making any formal decisions on land uses for East Dublin. III . FINANCIAL STATEMENT: The meetings described below are included in the contract with WPM Planning Team that was approved by-the City Council on May 8, 1989. DESCRIPTION: As part of the West Dublin Studies, several Public Study Sessions are scheduled jointly with the Planning Commission and City Council. The meetings will be chaired by the Mayor, with both the Planning Commission and City Council providing input, and the City Council providing the final directions and decisions. The dates and topics of these meetings are outlined below: Date Topic December 13, 1989 Presentation of Study Report #1: Opportunities and Constraints. This report will describe the environmental assets and liabilities associated with development of the West Dublin Area. WPM Planning Team will present the findings of their 5 month analysis of the site. This meeting is for information only; no decision is required of the Planning Commission or City Council. April 2 & 16, 1990 Discussion of Study Reports 2/3: Sketch Plan Alternatives. This report will describe up to three alternatives to the proposed development plans for West Dublin. The purpose of the meeting is to achieve Planning Commission/City Council consensus on a preferred alternative. November 5, 1990 Discussion of Study Report #4: Administrative Draft General Plan Amendment/Specific Plan. WPM Planning Team will present the key features of the amendment and specific plan. The Planning Commission and City Council will have the opportunity to review and comment.
