HomeMy WebLinkAboutItem 4.05 Frederiksen School Tot Lot (2) r- 1 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 26, 1990 SUBJECT Frederiksen School Kindergarten Tot Lot EXHIBITS ATTACHED Proposal for Landscape Architectural Services RECOMMENDATION Authorize staff to prepare the documents necessary V4 to execute the contract agreement at a cost not to exceed $5 , 300 FINANCIAL STATEMENT $4 , 400 from the unallocated reserves will need to be transferred to cover the costs to be incurred in FY89-90 DESCRIPTION As part of the 1988-93 Capital ' Improvement Program , funds were budgeted for the renovation of the Frederiksen School Kindergarten Tot Lot . Although this project is scheduled for FY90-91 , staff is recommending that the 'design work be accomplished in FY89-90. By completing the design during FY89-90 , the project will be ready for bid in July and construction can be completed by early Fall . This revised timeline will allow for the majority of the construction work to be completed when school is not in session , thus limiting the disruption to classes . Staff has received a Proposal for Landscape Architectural Services from Singer & Hodges , Inc . who prepared the initial design and cost estimates as part of the Dublin Schools Improvement Study . The proposed fee of $5 , 300 provides for preparation of design and construction documents as well as construction observation . It is recommended that the City Council take the following action : 1 . Authorize Staff to enter into a contract agreement with Singer & Hodges , Inc . based on the Proposal for Landscape Architectural Services attached in Exhibit A. 2 . Authorize an additional appropriation from the unallocated reserves in the amount of $4 ,400 to cover the cost of design and construction documents . 3 . Direct Staff to negotiate a development agreement with the Dublin Unified School District for the project . --------------------------------------------------------------------------- ITEM N0. LANDSCAPE ARCHITECTURE 1512 FRANKLIN STREET OAKLAND, CA 94612 (415)891-9669 March 15, 1990 Ms. Diane Lowart Director of Recreation City of Dublin 100 Civic Plaza Dublin, California 94568 RE: Frederiksen School Play Area Dear Diane: Thanks for the opportunity to submit the following proposal for landscape archi- tectural services in connection with the development of a tot lot at the Frederiksen School in Dublin. PROPOSAL I. Landscape Architectural Services Singer & Hodges, Inc. shall perform the following landscape architectural services. A. Preliminary Plans and Masterplan 1. Preparation of a minimum of two (2) alternate preliminary plans for staff and community review. 2. Preparation of tot lot masterplan and cost estimates based on staff and community review and comment. 3. Presentation of masterplan to community and Parks and Recreation Commission. (Attendance at three public meetings are included in the preliminary design phase.) B. Working Drawings and Specifications 1. Preparation of working drawings and specifications as follows. a. Existing Conditions/Clearing and Demolition b. Layout and Reference c. Grading and Drainage d. Landscape Planting and Irrigation 2. It is understood that the working drawings will be based on a construction budget of $29,810.00. 3. Construction drawings shall be completed and ready for insuance to bidders on or before July 2, 1990. C. Assistance During Bid Process Singer & Hodges, Inc. shall answer contractors' questions and prepare any necessary addenda during the bid period. It shall be the respon- sibility of the City of Dublin to reproduce and distribute any addenda. D. Construction Observation A representative of Singer & Hodges, Inc. shall make five (5) visits to the site during construction to ascertain if the landscape work is generally proceeding in conformance with the drawings and specifica- tions. On the basis of such on-site observations, as Landscape Architect, Singer & Hodges, Inc. shall keep the City informed of the progress and quality of the work. Additional construction obser- vation requested by the client shall be billed as additional ser- vices. See Item IV. II. Additional Conditions The City of Dublin shall provide all existing information necessary for the completion of landscape architectural services in this letter of agreement, including a topographic survey at 1"=10' , of the proposed area of development. III. Compensation for Services and Billing Procedure A. The fee for the services indicated in this proposal shall be billed at the hourly rates indicated in Item IV and shall not exceed $5,300.00. B. Bills shall be submitted monthly, based on the progress of the work. Ms. Diane Lowart March 15, 1990 Page 3 IV. Additional Servicess A. Any extra services in addition to those indicated in this proposal shall be billed at the hourly rates listed below in addition to the fee indicated in Item III above.. Principal $85.00 per hour Associate $60.00 per hour Draftsperson $40.00 per hour Clerical 1 $35.00 per hour Clerical 2 $30.00 per hour V. Reimbursable Expenses A. Reimbursable expenses are in addition to the compensation for services indicated in Item III , and include actual expenditures made by the employees and consultants of Singer & Hodges, Inc. in the interest of the Project for the expenses listed in the following paragraphs. 1. Expense of reproductions, postage, and handling of drawings, spe- cifications and other documents, excluding reproductions for the office use of the Landscape Architect and the Landscape Architect's consultants. 2. If authorized in advance by the client, expense of overtime work requiring higher than regular rates. 3. Expense of renderings, models, and mock-ups requested by the client, not included in the scope of landscape architectural services. 4. Expense of additional insurance coverage or limits, including pro- fessional liability insurance, requested by the client in excess of that normally carried by client. 5. Expense of courier service and express mail requested by client. A signed copy of this letter of agreement shall serve as our authorization to proceed with the services indicated.
