FINANCIAL STATEMENT: Approximately $100 to paint green curb and stencil "20-Minute Parking" legends. This cost would be paid from the Street Maintenance Operating Budget. DESCRIPTION: At the April 9, 1990, meeting, the City Council held a public hearing regarding a proposal that an existing passenger loading zone on Village Parkway in front of the U. S. Post Office be removed and that 35 feet of no parking zone be established adjacent to the center driveway for sight distance clearance. The U.S. Post Office on Village Parkway has moved its mailboxes inside the parking lot, thus eliminating the need for the 94-foot white passenger loading zone along the curb. Rather than allowing unlimited parking at this location, the City Council expressed a desire to establish a 20-minute parking zone. The post office parking lot is generally crowded, and a limited parking zone would prevent all-day parkers and provide three short-term spaces along the curb for customers of the post office and other businesses on Village Parkway. Most transactions at the post office could be concluded within the 20-minute time frame. The City Attorney has advised that the proposed ordinance must be re- introduced because of the change from unrestricted parking to limited parking. A resolution was adopted at the April 9th meeting which establishes the 35- foot no parking zone, to become effective on the effective date of the proposed ordinance. Staff recommends that the City Council conduct a public hearing, waive the reading, and INTRODUCE the ordinance repealing the passenger loading zone and establishing a 20-minute parking zone in front of the U.S. Post Office at 6937 Village Parkway.
